Dear Mr. Schiller:

The Division of Water Quality (DWQ) 401 Oversight and Express Review Permitting Unit has reviewed
the Year 4 Monitoring Report for the above-referenced site, Our comments are as follows:

· Channel morphology continues to maintain stability after four years of monitoring. Evidence of
bankfull events appears to indicate that the stream maintains good access to its floodplain.

· Vegetative monitoring appears to indicate the site is trending toward success. As previously
noted, both woody stem density and the size of the trees were observed to be impressive at the
February 19, 2008 site visit.

· All of the wells at the site met hydrology success criteria and compared closely with the
reference hydrology during 2008.

· Beaver management activities should be continued to ensure that success criteria are achieved
over the next year of monitoring.

This site has met the success criteria for both the stream and wetland components of the project. We
look forward to the continued success of this stream and wetland restoration site.
