The weather will be monitored using the Intellicast website and Intellicast (Weather Underground) phone application. If the weather forecast calls for a high probability of precipitation with expected amounts over 0.5 inches, the General Superintendent and the Erosion Control staff will discuss preparation activities for the site. The Erosion staff and the Superintendents will relay weather-related plans to all foremen and give input on the Best Management Practices that will need to be implemented for the upcoming rain event. The Night Superintendent will be responsible for monitoring the website and phone application to determine the best time to cease grading operations and proceed with the installation of BMP's and erosion control devices. The daytime Superintendents will pass along any pertinent weather information to the second shift (night time) foremen before leaving for the day. With an imminent rainfall event (a high probability with 0.5 inches of precipitation or more), the General Superintendent will direct grading operations to cease within an adequate amount of time for the installation of the erosion control BMP's. Foremen will monitor the work to insure proper installation and inspect the completed work in their area. All Foremen and Supervisors inspecting the erosion control work will possess a current NCDOT Level II Erosion and Sedimentation Control Certification. Any deficient erosion control devices or BMP's will be corrected and any additional erosion control measures deemed necessary will be added. Special attention will be given to specific areas such as permitted sites and locations where silt loss has occurred in the past. Foremen and/or Erosion Control (NCDOT ESC Level II) personnel will inspect the devices in these locations to verify adequate controls are in place before rain begins. Each Foreman will be responsible for the environmentally sensitive areas and for the installation of BMP's within his section. Foremen have the authority to use their discretion to prepare sites as necessary to prevent erosion and silt loss and will coordinate with the Erosion Control staff to insure erosion control measures and BMP's are sufficient to manage the runoff.
