On November 21, 2017, Paul DiMatteo and Patrick Mitchell of the Division of Water Resources ("Division"),
Winston-Salem Regional Office conducted a Follow -Up Compliance Evaluation Inspection of the above referenced
wastewater treatment system. The presence and cooperation of Mr. Rick Asher was greatly appreciated. The purpose of
this inspection was to further evaluate comments made during the previous inspection and summarized in our letter
dated November 8, 2017. Observations are summarized below.
Mercury Minimization Plan: A satisfactory plan was available for review during the inspection.
Effluent Flow Measurement: The secondary device was verified to be in a nonstandard location, but this did not
produce an error of greater than 10% when compared to a measurement taken from the standard location. We
recommend continuing to monitor the flow from this meter to ensure that results are reported within the 10% error
threshold.
The South Burlington WWTP was found to be in compliance with NPDES Permit NC0023876. If you should have

Comment: Took measurements of the flume:
Width: 2 ft
Ha (location of measurement point, from table): 3 ft 4 In
Actual Doppler Device Location: — 4 ft 3 in
Flow was fairly turbulent at the time of the measurement. Estimated a head of 1.00 feet ->
flow of 5.2 mqd. SCADA showed —5.4 mqd, giving an error of 3.8% for this reading, which is
within the 10% threshold.
Also retained a copy of a note from the calibration company which said that he doubted the
difference in measurement location would equate to a >10% error. It would be interesting to
determine the actual difference in measurement between Ha and the doppler device
location, or to measure again when the flow through the flume was less turbulent
