Is this one that we scoped or did a site visit recently? I don't have a Corps Action ID, so
either I haven't logged the site visit, or we haven't been to this particular bridge.
Also, I can't tell from the plans, but is there rip rap proposed below the OHWM or in the
channel? The impact area (red area on plans) looks like it is outside of the JS. Also, the
bank stabilization would go under the NWP 13. With the 2017 Nationwides, the rip rap
provision was removed from the NWP 3. Either way it is still non-reporting, just need
clarification.
Also attached is the 2017 NWP Summary Sheet which shows the changes from the 2012
NWPs.

Attached is the Permit Drawings for Bridge 770434 over Back Swamp Canal along SR
1003 in Robeson County. There were no jurisdictional wetlands delineated within the
project area and the project will ultimately impact upon <0.01 acre of Surface Waters.
Basically, 0.0037 acres of Surface Water impacts will occur for Bank Stabilization (rip-rap
slope protection for the roadside ditch and pile footprint). With the minimal impacts
proposed I believe that the project is a non-reporting Nationwide Permit #3 / WQC
4085.
