This letter will serve as Northwestern Wayne Sanitary District's request for renewal of our
NPDES Permit NC0086959. There has been no discharge from this facility since August 2005, with the
exception of August 2017. A DMR was completed for the month of August 2017. In lieu of discharge,
the water is being blended with raw water coming into the plant. However, the District must maintain the
ability to discharge. For the most part discharge only occurs when sludge is being dewatered. Please find
attached the following items:
1. Completed Application Form (one original and 2 copies)
2. Map Showing Discharge Location
3. Flow Schematic
4. Residuals Management Plan, and
5. DMR from August 2017
On or about October 22, 2008, this office requested to be decertified, since we were not
discharging. There is an agreement with the City of Goldsboro to analyze any samples until we are
recertified, in the event we need to resume discharging.

Five drinking water wells, one aeration tower, one raw water storage reservoir, three
greensand filters with potassium permanganate regeneration system, Potable water
addition systems including Gaseous Chlorine, ammonia addition, and sodium fluoride
addition.

Backwash from the potable water filters is settled with aluminum sulfate for flocculation to
remove solids and calcium thiosulfate is added to remove the chlorine residual.

Days per week discharge occurs: No Discharge has occurred since August 2005; however, we
must retain the capability. Once solids are settled the water is recycled into the raw water intake
and blended with the raw water for treatment and consumption. Discharge typically will only
occur when dewatering the sludge for transport to radioactive waste facility. Duration: In this
past permit cycle discharge occurred only 4 days in the month of August 2017.

Residuals Management Plan
OuantLty Generated
Residuals to be handled come from the backwashing of green sand filters. Residuals have accumulated
over a period of approximately 8 years. In August the Sanitary District hired ICE a licensed radioactive
materials broker, to bring in a portable sludge press, and dewater the sludge using Clarifloc A-6360. The
Clarifloc A-6360 binds with the solids, and goes out with the sludge to the licensed radioactive materials
facility. Approximately 120,000 gallons of sludge were dewatered, and the resulting solids were packaged
in bags for transport. The solids totaled approximately thirty eight (3 8) 3.55 cubic yard bags or 135 cubic
yards of dewatered sludge. Approximately 93,000 gallons of filtrate were discharged in the month of
August 2017.
Residuals Handling; and Storage
Backwash from the green sand filters is distributed to two 40' by 20' waste settling tanks where the solids
precipitate out. The Water Treatment Plant has an additional 100,000 gallon above ground tank with
HDPE Liner in which the Sanitary District can store sludge. The 40' x 20' concrete waste tanks each hold
approximately 36,000 gallons. Total capacity of the three tanks is approximately
36,000 + 36,000 +100,000 = 172,000 gallons.
Adequate storage is available.
Ultimate Disposal
Residuals contain TENORMS. The water treatment plant is licensed to store radioactive material
generated through operation of the green sand filters. Sludge has to be disposed of at a licensed
radioactive handling facility. ICE, a licensed radioactive materials broker, dewatered the sludge, packaged
it in special 3.5 CY transport bags, and used trucks to transport the packaged dewatered sludge to a
railroad yard in Kenly. The sludge is then shipped to US Ecology in Idaho. Approximately 8 years' worth
of accumulated sludge was recently removed. The sludge is being stored, handled and disposed of in
compliance with the license issued by the NC Radiation Protection Section. Attached is a copy of the
invoice from ICE.
