The Pretreatment, Emergency Response, and Collection Systems (PERCS) Unit of the Division of Water
Resources has reviewed the Headworks Analysis (HWA) for the Town of Jefferson. The HWA was
submitted by McGill Associates, Town's consultant, was received by the Division initially on May 5, 2017,
followed by revisions received on November 2, 2017.
The Division concurs with the HWA calculations for all pollutants of concern, with the observations
discussed below. These approved Maximum Allowable Headworks Loadings (MAHLs), Maximum
Allowable Industrial Loadings (MAILs), and the basis for these values are found on the last page of the
enclosed HWA spreadsheet. The results of the HWA are also listed in the bottom section of the enclosed
Allocation Table.
1. Low Level Mercury: While reviewing mercury effluent sampling data for several DMR and STMP,
we noticed that lab did not follow consistently low-level method 1631, detection level 1 ng/l, as
listed in the current Division approved STMP. The POTW must follow-up with the lab to make
sure all DMR and STMP mercury effluent samplings be done using method 1631.
2. Removal Rates: We noticed several effluent data within the HWA period did not meet the STMP
detection levels (DLs). We also noticed DLs were not consistent throughout the DMR/STMP data.
The Lab must be instructed to follow the Division approved STMP DLs criteria to report on DMR
and STMP.
Cyanide Over Allocation: Cyanide is overallocated based on NPDES loadings. We are approving
HWA this time with cyanide overallocation since POTW is not having any NPDES cyanide
noncompliance. We will revisit this issue in the next HWA. In the meantime, POTW may review
IUP limit to resolve cyanide overallocation.
4. HWA Due Date: The HWA approved today is primarily based on DMR/STMP data for the period
of January through December 2016. Unless conditions at the POTW change significantly and thus
warrant an earlier submittal (see Comprehensive Guide, Section 8), the POTW must submit the
