Greg, Maria, and Rachel,
On October 18, 2017, the Division of Water Resources (Division) received your application dated October 6, 2017,
requesting a 401 Water Quality Certification from the Division for the subject project. The Division has determined that
your application is incomplete and cannot be processed. The application is on hold until the following item is addressed:
Title 15A NCAC 02H .0502(f) requires that the application shall only be valid if signed by the owner. One of three
owners has signed the application. Please have Mr. Fleishman and Mr. Moralez sign the application, or
otherwise provide authorizations for the proposed work. Note that the Division received agent authorizations
for the aforementioned property owners, but they were unsigned.
Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested information for the
proper consideration of the application.
