Salisbury Street, 9th Floor Raleigh, NC 27604 RE: Chlorine Contact Chamber Replacement Bnarwood Subdivision WWTP NPDES Permit#: NCO029882 Dear Mr. Berry, Please find enclosed a Authorization to Construct request for the Briarwood Subdivision WWTP. The plant is privately owned, serves a small subdivision, and is located in Buncombe County. This project is for the replacement of the existing chlorine contact chamber at the WWTP and would be considered a facility modification. The timeline for this project is to install the tank as soon as possible. The operator for the WWTP is Ms. Juanita James. Currently, there are 15 single family homes connected to the WWTP and there are no plans to expand or add any additional homes to the WWTP. WWTP Components The WWTP at Windy Gap consists of the following elements 1. Manual Bar Screen 2. Reactor Basin 3. Clarifier 4. Chlorine Contact Chamber 5. Dechlonnation Manhole 6. Associated piping and blowers for aeration Existing Chlorine Contact Chamber The existing chlorine contact chamber is original to the plan and is no longer structurally sound. The walls and baffles of the chamber were constructed with masonry block and thejoints are cracking. The exterior walls are no longer plumb and are bowing inwards on the structure. Chlorine Contact Chamber Replacement The proposed 356 GAL chlorine contact chamber will provide adequate a minimum of 15 minutes of contact time at the maximum peak flow for the WWTP. A local concrete precast company will be use to cast the chamber and baffle walls. The proposed chamber will connect to the existing influent and effluent lines at the WWTP. The Division of Water Resources will accept this application package for review only if all of the items are provided and the application is complete.
