The DWR agrees that this proposed project fall under the no written concurrence
required for the GC # 4085 that corresponds to the USACE's NW3.

Brad and Joanne,
Attached please find the application sent to the Division of Coastal Management (which
includes a cover letter and DCM MP-1 and DCM MP-2) for end bent stabilization on
Onslow Bridge #54 on SR 1231 near Richlands. Also attached is the DCM general permit
(Section .1700 — General Permit for emergency work requiring a CAMA and/or a dredge
and fill permit) which was issued on November 28, 2017.
In addition to the DCM's permit, NCDOT believes that the project meets the conditions
of a Nationwide 3 permit (Corps) and DEQ Division of Water Resources Water Quality
Certification No. 4085.
Please review the attached application and DCM permit. Since the project is scheduled
to start on Monday, December 4, 2017, please provide an email confirmation that the
project meets the conditions and terms of your respective permits. If I can provide any
additional information please do not hesitate to contact me.
I have scheduled a preconstruction meeting on-site for Friday, December 1, 2017 at
9:30AM and you are invited to attend. If you can't make the meeting, I would be glad to
relay any information to the bridge maintenance engineer or the transportation
supervisor (both will be in attendance). Thank you for your help with this project.
