Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: Several commercial buildings currently exist on the property. The site has historically been used as a junk yard and for other commercial purposes. The surrounding land use is residential, commercial and/or vacant land. See Appendix B. 3b. List the total estimated acreage of all existing wetlands on the property: Approximately 0.22 -acres (see Appendix E) 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: NA 3d. Explain the purpose of the proposed project: The purpose of the project is to construct a parking lot, which will provide 414 spaces for a proposed three story commercial building, in Wilmington, New Hanover County, North Carolina. Please see Appendix E for details of the proposed development. The Applicant realizes the number of parking spaces provided exceeds the minimum required. However, in many cases, a tenant may require more spaces be available than what is required. If the number of parking spaces were reduced, the Applicant would not meet the requirements of the tenant and possibly lose the contract with the tenant. 3e. Describe the overall project in detail, including the type of equipment to be used: The project will consist of removing existing structures and impervious surface materials and preparing the site to be graded for the proposed development. Work within the wetlands will consist of removing the vegetation and rootmat, potentially removing some of the soil from the area, backfilling with clean earthen fill, applying crush and run and paving the area (see Appendix E). Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The Applicant evaluated different configurations of the site, but due to the size and scope of this project, which is to construct a 51,000 square foot commercial building that is to provide retail space and medical and professional offices, as well as adequate parking for those uses, on the 4.6 -acre tract, avoidance and/or minimization efforts were ineffective. b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Silt fence, as well as other best management practices, will be utilized during the construction process. This is necessary to ensure sediment does not discharge into the remaining wetlands and to mark the limits of authorized impact. 4 (Bradley Creek Station - 15 November 2017) SE-Gi 2. Comments: In order to determine the level of wetland mitigation this project should provide, SEGi implemented the NC Wetland Assessment Method (NCWAM). Due to the wetland feature's position in the landscape (i.e. surrounded by built upon area, ditches and roads), the land use in the vicinity of the project (i.e. commercial and residential) and its relatively small size (i.e. 0.22-acer), there is little biological, physical or chemical functional value provided by the resource. This was further supported by the NCWAM results, which reflect a LOW overall functional value rating (see Appendix I). Therefore, the Applicant proposes to make payment for 0.20 -acre of non -riparian wetland restoration credit to the LCFUMB. Once the agencies have approved the proposed mitigation, a Credit Reservation Letter from the LCFUMB will be secured and forwarded to the USACE and DWR upon receipt. 4.
