The application includes requests for a total of 150 linear feet of permanent stream impacts and 30 linear feet of temporary stream impacts. Impact S1 is for 75 linear feet of perennial stream impact for culvert installation and road construction. This road crossing is necessary to gain access across to the clubhouse. The clubhouse for the apartments is located on the townhome side of the stream. S2 is for 75 linear feet of permanent impacts consisting of culverting an intermittent tributary for construction and grading of one apartment building and parking lot. S3 is for 30 linear feet of temporary perennial stream impact in order to by-pass the stream flow through the work area (15 linear feet upstream and 15 linear feet downstream of the road crossing). Sand bags will be used to create a coffer dam and a pump will be used to pump the stream flow around the work area so that construction can occur in the dry. Avoidance and minimization includes reduction of stream impacts from redesigning the site plan. An earlier site plan to include 80 linear feet of headwalls along the road crossing (impact S1) and the addition of approximately 100 linear feet of retaining walls for additional side slope stream impact reduction. Total permanent stream impacts have been minimized to 150 linear feet at two impact locations. There are 2,860 linear feet of streams on site. Impacts are proposed to 5% of the streams.
