PIEDMONT TRIAD REGIONAL WATER AUTHORITY
January 17, 2012
The Piedmont Triad Regional Water Authority (PTRWA) met Tuesday, January 17, 2012 at
12:00 noon in the PTRWA Conference Room, 7297 Adams Farm Road, Randleman, NC.
Chairman Sherrill Shaw called the meeting to order.

Mr. Shaw welcomed the PTRWA Board members.
1. Approval of December 13, 2011 PTRWA minutes
Mr. Shaw asked if there were revisions to be made in the December 13, 2011 minutes.
Motion was made by Mr. Phillips, seconded by Mr. Forbis, and carried unanimously to
approve the December 13, 2011 PTRWA minutes as presented.

2. NC Wildlife Resources Commission Presentation (Creel Study and Rule -Making)

�1 Mr. Kime reminded the Board of the collaborative effort between the PTRWA and North
Carolina Wildlife Resources Commission (NCWRC) that is in place to conduct a
biological survey of the Randleman Regional Reservoir in order to better manage the
fish population of the reservoir. He then introduced Mr. Corey Oakley (biologist) with
the North Carolina Wildlife Resources Commission (NCWRC). Mr. Oakley explained
that through the creel study boat and bank anglers are interviewed as they are leaving
the lake. They are asked about the length of their trip, the species of fish they targeted,
the number and species of fish they caught, and the number and species of fish they
harvested. The length of harvested fish is also measured. Mr. Oakley then presented
preliminary results of the data obtained in the study from July 1, 2011 through
November 30, 2011 (attached). The creel study will begin again when the reservoir is
opened for the 2012 season and continue through November 30, 2012. The survey is
being conducted at both the Randleman Regional Reservoir Marina and the Southwest
Park Marina by NCWRC biologists, NCWRC creel clerks and PTRWA staff. Mr. Oakley
indicated that after completion, the creel study would be scheduled again on an as -
needed basis and that a biological testing of the reservoir would be on a three-year
rotation.
Mr. Corey also reported that the new regulation for bass harvested from the Randleman
Regional Reservoir has been approved by the NC Wildlife Resources Commission and
will be implemented on March 1, 2012. This rule maintains the daily creel limit of five
bass. However, two bass may be less than fourteen inches (14") and only one bass
may be over twenty inches (20"). He stated that once the Authority has determined the
opening date for the season a press release would be issued from the Commission with
the new regulation information.
Motion was made by Mr. Frye, seconded by Mr. Thomas, and carried unanimously to
approve the opening of the reservoir for public fishing and boating on March 1, 2012.
3. Executive Session — Personnel (NCGS 143-318.11(a)(6)
Motion was made by Mr. Forbis, seconded by Mr. Thomas, and carried
unanimously to go into executive session for the purpose of considering the
qualifications, competence, performance, condition of appointment of a public
officer or employee or prospective public officer or employee (G.S. 143-
318.11(a)(6).

EXECUTIVE SESSION
EXECUTIVE SESSION ENDED
Mr. Shaw reconvened the meeting and called on Mr. John Forbis, Chairman of
the Personnel Committee, to provide a report. Mr. Forbis thanked the other
members of the committee (Mr. McDuffie, Mr. Koonce, Mr. Dorsett, and Mr.
Jones) for their diligent work in selecting the best candidate to lead the Authority
in the future. Mr. Forbis stated that Mr. Gregory T. Flory has been chosen as the
candidate for the Board's approval as Executive Director effective February 1,
2012. Mr. Forbis also stated that Mr. Kime would work closely with Mr. Flory for
approximately one month. After March 1, 2012, Mr. Kime would serve as a
contracted consultant to the Authority as needed Mr. Flory was then
introduced.
Motion was made by Mr. Phillips, seconded by Mr. McDuffie, and carried
unanimously to enter into the employment agreement with Mr. Flory as the
Executive Director of the Piedmont Triad Regional Water Authority effective
February 1, 2012.

6. Next PTRWA meeting date — Tuesday, February 14, 2012
The next meeting date was set for Tuesday, February 14, 2012 at 12:00 noon in
the PTRWA conference room.
