SUBJECT: NPDES Permit No. NC0003573 FIDS
DuPont Wastewater Treatment Plant
Bladen County
Dear Mr. Johnson:
A review of your March 12 and 20, 2001 letters has been completed by the staff of the
Division of Water Quality. In summary of your letters, it is the understanding of this Office that
DuPont has completed the emergency cleanup and treatment of it's existing wastewater treatment
system and is now ready to return and treat all Nafion wastewater that was sent off site to
Wilmington, NC for temporary storage. The returned Nafion wastwewater that contains HFA -
hydrate as well as any presently generated Nafion wastewater that contains HFA -hydrate will be
sent for treatment through the temporary alkaline/thermal treatment system and discharged either
through outfall 001 or back into the influent of DuPont's existing wastewater treatment plant. All
Nafion wastewater that does not contain HFA -hydrate that is presently being generated and that is
temporarily stored off site in Wilmington, NC will be returned to the influent of DuPont's existing
wastewater treatment plant and discharged into outfall 001.
The Division of Water Quality has no objections to the treatment proposal as described by
DuPont in the March 12 and 20, 2001 letters, and agrees that this should begin immediately.
Please note that monitoring requirements as specified in a letter dated February 16, 2001
from this Office will cease and DuPont will return to monitoring requirements as addressed in the
present NPDES Permit number NCO003573 with the addition of weekly composite sampling for
HFA -hydrate. No measureable level of HFA -hydrate should be discharged from DuPont's site.
Please be advised that this letter in no way modifies or changes the limits, terms, and
conditions contained in DuPont's NPDES Permit No. NC0003573, nor does this letter in any way
absolve DuPont from any violations or any action this Office may take concerning violations.

This treatment scheme for removal of HFA -hydrate will continue until DuPont designs and
installs a permanent alkaline/thermal treatment system at the Nafion area that will handle all future
HFA -hydrate generated wastewater. It is estimated that it may take up to nine months to complete
this project.
