REQUEST FOR MORE INFORMATION: STORMWATER MANAGEMENT PLAN
Dear Mr. McBride:
On August 11, 2008, the Division of Water Quality (DWQ) issued a 401 Water Quality
Certification and a Major Variance from the Randleman Riparian Buffer Rule in order to conduct
the following impacts:
• 0.19 acre of wetlands,
• 0.22 acre of open water,
0 255 linear feet of stream,
• 23,954 square feet of Zone 2 protected Randleman Riparian Buffer, and
• 46,634 square feet of Zone 1 protected Randleman Riparian Buffer.
The purpose of these impacts is to construct the FedeX Ground Package Systems facility and
associated amenities in Kernersville, North Carolina. In order to meet Condition 7 of the 401
Certification and Major Variance for this project, a stormwater management plan, dated
November 13, 2008, was received by the DWQ Central Office on January 15, 2008. The DWQ
has determined that your stormwater management plan was incomplete as discussed below.
Additional Information Requested:
In the details of the flow splitter devices on sheets 0008.07 and 0008.09, please provide
information about the sizes and elevations of the bypass pipes. In the details, it appears
that the bypass pipes are set at the same elevations as the pipes to the level spreaders; this
will not provide the appropriate routing of the smaller storms to the level spreaders.
2. Please provide date stamped photographs of the filter strips down slope of the level
spreaders that clearly show the type of vegetation that is present.

3. The entire ten-foot width of the vegetated shelf associated with each wet detention pond
should be planted with appropriate vegetation; the current plans call for rip-rap to be'
placed on the outer five feet.
The DWQ will require the above additional information to finalize review of the stormwater
management plan for the subject property. Please provide the following information so that we
