The Division of Water Resources (DWR) has determined that the Town's Pretreatment Program has failed
to meet the minimum requirements as specified in 15A NCAC 2H.0900 and 40 CFR 403.12 (e) Specifically,
the Town has failed to require monitoring by the significant Industrial users in accordance with the
Industrial User Permit (IUP).
The Town has conducted monitoring in lieu of the industries but not necessarily at the frequency set in
the IUPs. To avoid further enforcement action, submit revised IUPs with the desired monitoring
arrangement to the PERCS Unit no later than December 31, 2017.
