Although the plant appeared to be compliant at the time of the inspection, there are several areas of concern that need your attention. NC0066788 111 121 17/11/08 1 17 18 JCJ Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) The Inspector, Linda Wiggs, met onsite with Richard Swilling, the ORC. The facility appeared to be compliant at the time of the inspection, however there are areas of concern as mentioned below that the Permittee needs to address. The EQ basin at this facility is a beneficial component, although too much improper paper products can damage the pumps and large slugs of chemicals will not be absorbed by the EQ and will pass through to the biological treatment units, killing the biota. Excessive paper products are coming into this plant. Signage in the school restrooms may alleviate this, however, proper toilet seat covers supplied in the restrooms may be more appropriate. This effort should also extend to the recreation field facilities. When the school does large cleaning operations or when the floors are stripped and re -waxed the plant is impacted. Smaller cleaning operations with less toxic chemicals should be considered. When the floors are stripped and re -waxed, Buncombe County Schools needs to contract a company that will properly dispose of this wastewater. Grease was not noted as an issue, however Buncombe County Schools need to make sure not only their cafeteria grease traps are properly maintained but also that the Subway in the gas station maintain their grease trap. This WWTP has safety concerns. It is an above ground plant without railings and requires stairs for access. Concrete blocks have been placed for access to the EQ area of the plant. There are no safety rails or walkways. Metal grates cover the basins and must be removed for operations. The ORC is onsite alone. Buncombe County Schools needs to evaluate this site for OSHA requirements.
