On November 7, 2017, Paul DiMatteo of the Division of Water Resources ("Division"), Winston-Salem
Regional Office conducted a Compliance Evaluation Inspection of the above referenced wastewater treatment
system. The presence and cooperation of Dennis Hodge, Anthony Bowes, and Amy Varinoski was greatly
appreciated. This type ofinspection consists of two basic parts: an on-site inspection of the facility and a
review of facility files and self-monitoring data. Observations from each area of the inspection are summarized
below.
Site Review
1. Permit
The current permit became effective on July 1, 2014 and expires on May 31, 2019. A copy of the
current permit was available for review. Permitted components include an aeration basin, clarifiers,
cloth media disk filters, chlorine disinfection and dechlorination.
2. Facility Site Review
The facility was as described in the permit. A minor permit modification and Authorization to
Construct was issued this year to relocate the effluent pipe to a point downstream. The operators
reported that the work was expected to be completed within the coming months. Operators also
reported that the cloth filter media was recently replaced with a material that was more suited to
the characteristics of the plant's wastewater.
3. Operation and Maintenance
Dennis Hodge is the current Operator in Responsible Charge, and Anthony Bowes and Amy
Varinoski are backup ORCs. All operators are properly designated and hold the correct credentials.
Operators use a SCADA system to automate some of the operation of the aeration basins, a Hach

controls are also verified daily at the plant's laboratory.
4. Flow Measurement
Both influent and effluent flow meters are checked every 3 months by Instrument Services, Inc. The
meters were last calibrated in September 2017. Generally, only the influent flow is reported, but on
occasion the influent flow meter will be out of service and effluent flow will be reported instead.
However, it was noted that water at the effluent flow device was turbulent, which may lead to
erroneous measurements. When effluent flow is reported, care should be taken to ensure that it is
within 10% of the true value.
5. Effluent/Receiving Waters
The effluent is discharged to Moadams Creek, Class WS -V; NSW water in the Cape Fear River Basin.
In -stream monitoring requirements have been waived as long as the City of Mebane remains a
member of the Upper Cape Fear River Basin Association. The effluent appeared clear.
Documentation Review
6. Records/Reports
Discharge Monitoring Reports (DMRs) and lab data are maintained according to the permit. DMRs
include all permit parameters. Copies of DMRs, operator visitation logs, lab reports and Chain -of -
Custody forms were available for review during the inspection. Recordkeeping practices appeared
excellent.
7. Self -Monitoring Program
A review of DMRs from July, 2015 through September, 2017 showed no violations, and a
comparison of submitted DMR data with bench records showed no errors or concerns.
8. Laboratory
Most parameters, including field parameters, are analyzed by the Mebane WWTP Laboratory under
certification #138. The remaining parameters are analyzed by either Meritech under certification
#165 or Research and Analytical Labs under certification #34. Field parameter calibration and
sampling procedures appeared acceptable. Laboratory thermometers showed that the fecal
incubator and total suspended solids oven were within the proper range.
Flow proportional composite sampling is conducted at the influent and effluent. Temperature
records of the influent sampler's refrigeration unit showed that it sometimes reaches <0°C inside
the refrigerator. While the operators said that the sample itself does not freeze, care must be taken
to ensure that this continues to be the case. The operators said that sampler tubing and aliquot
volume are checked monthly. The effluent composite sampler produced a 118 mL aliquot.
9. Sludge Handling Disposal
The plant has two aerobic digesters. A mobile belt press is brought in about every 5 weeks to
dewater sludge for subsequent use by Earth Tech in remediation projects or by McGill for
composting and conversion to a sellable product.

Site Review

Operators reported that the media was replaced with a more suitable material over the past

additional systems if needed.
