This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0086053. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. Page#1 DocuSign Envelope ID: 01D8250F-8F1C-42B2-820C-E4D1864D7650 11/27/2017 11/27/2017 11/27/2017 NPDES yr/mo/day 17/11/08 Inspection Type S3111218 1 Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) Inspectors, Mikal Willmer and Tim Heim with the Asheville Regional Office conducted a Compliance Evaluation Inspection of the Pilot Travel Center's WWTP on November 8, 2017. This inspection was conducted to assess what steps have been taken to repair the offline secondary clarifier since the Engineering Analysis was received on July 5, 2017. Joedavid Hall, ORC, was present and assisted in the inspection. Special Permit conditions require Pilot Travel to submit an engineering analysis by December 2017 and implement repairs by December 2018. The engineering analysis was received on July 6, 2017. The concrete around the offline clarifier has been repaired and a new weir box has been installed; however, the ORC reports the seams of the weir box leak when filled. At the time of the inspection, it appeared hydraulic cement or an epoxy was recently used to repair the leaking seams. The ORC has not attempted to fill the clarifier since the repair to the seams. The composite sampler recently quit working. Environmental Inc. has brought in a refrigerator and time/flow proportional peristaltic pump. They hope to set up a portable sampler soon. A new sampler may be beneficial and aid in maintaining sample temperature. Additionally, a composite sampler would be better protected from the elements. The effluent appeared to be free from significant visible solids at the time of the inspection. PIlot Travel is required to submit a treatment system study by December 2017 and implement recommendations by December 2018. Dynamis, on behalf of Pilot Travel, submitted an Engineering Evaluation prepared by Mark Balik, PE on July 5, 2017. The evaluation includes corrective measures to repair the offline clarifier. Joedavid, ORC, with Environmental Inc. stated they have begun to monitor MLSS more frequently to help manage solids within the Aeration Basins. Environmental Inc. is pumping the treatment units approximately once a quarter. Comment: Permit Yes No NA NE (If the present permit expires in 6 months or less). Is the overflow clear of excessive solids/pin floc? Is the sludge blanket level acceptable? (Approximately ¼ of the sidewall depth) There are still solids floating to the surface of the clarifier, but there did not appear to be significant solids leaving the clarifier. It should be noted the second clarifier is still offline. See inspection summary for details and corrective measures.
