On 11/14/2017 Daniel Boss conducted a follow up inspection at the Crossnore WWTP. The follow up
was in response to a bypass of about 1200 gallons that occurred from the UV disinfection channel on
10/09/2017. I met with Jadd Brewer and Steve Taylor at the plant. Jadd explained that the reason for
the bypass of the UV disinfection system was very high plant flow due to I&I from a strong rain and
probably a blockage in the discharge line from the UV channel. Jadd said that subsequent rainfall of
similar magnitude has not resulted in additional bypass events, which is why he suspects a discharge
line restriction must have occurred on the day of the bypass event. The UV channel sits at a lower
elevation than the aeration system and clarifier, and the pressure from that drop could cause the
channel to spill over with enough influent flow to the channel. The influent and effluent pipes from the
UV channel are the same diameter and they are wide enough that I believe an obstruction to the
effluent line was probably a factor causing the bypass.
