Sullins, Director Division of Water Quality January 26, 2009 DWQ Project # 08-0680 Moore County CERTIFIED MAIL: RETURN RECEIPT REQUESTED Mr. Ron Jackson Quality Built Homes, Inc. 335 Fields Drive Aberdeen, NC 28315-8611 Subject Property: Savannah's Garden Subdivision Killets Creek [03061, 17-30-3-(1), WSIII, CA] REQUEST FOR MORE INFORMATION Dear Mr. Jackson: On April 11, 2008, the Division of Water Quality (DWQ) received your application dated April 9, 2008, to fill or otherwise impact 0.48 acres of 404/wetland to construct a residential development at the site. On May 12, 2008, September 30, 2008, November 3, 2008, December 8, 2008, and January 9, 2009, the DWQ received additional information from you, however, the DWQ has determined that your application remains incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact protected wetlands and/or streams on the subject property. Therefore, unless we receive five copies of the additional information requested below, we will place this project on hold as incomplete until we receive this additional information. If we do not receive the requested information, your project will be formally returned as incomplete. Please provide the following information so that we may continue to review your project. Additional Information Requested: Please ensure that the weir that separates the high and low flows to the stormwater wetland is correctly designed to direct the runoff from the one-inch storm into the wetland. The DWQ recommends reconfiguring the inlet such that the swale receiving runoff from Drainage Area 4 discharges to the forebay of the stormwater wetland and the weir is placed on the opposite side of the forebay. The DWQ believes that this design would more effectively separate the flows and also would dissipate the energy of the runoff. Please provide the appropriate details and calculations to support the design you select for the inlet structures. 2. Please show that the all discharges to the wetlands are at a non-erosive velocity of two feet per second or less during the peak flow from the ten-year storm event. 3. The outlet device must be placed at the center of the micropool to reduce the chance of its being clogged by vegetation. Please provide ALL of the required items associated with the stormwater wetland planting plan, including: a. A depiction of the mature sizes and spacings for the plantings, b. A specification of container sizes for the plantings, c. The total number of each type of plant needed, and d. A planting detail. Please submit this information within 30 calendar days of the date of this letter. If we do not receive this requested information within 30 calendar days of the date of this letter, your project will be withdrawn and you will need to reapply with a new application and a new fee. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers. Please be aware that any impacts requested within your application are not authorized (at this time) by the DWQ.
