Enclosed for your consideration and approval is the Pre-Construction Notification for the US Army Corps
nationwide permit 27 and the Division of Water Quality's general certification 3689 for stream restoration
and stabilization for the UT to Upper Sandy Creek Stream and Wetland Project. This project is located
on Duke Universities Campus in Durham County. Please note that we have requested the application be
reviewed before mid-March 2009 to enable site preparation to take place so that the riparian buffer may
be planted during the appropriate dormant season at the end of this year. Thank you in advance for your

The project meets the DWQ definition of stream restoration and funding was provided by grant
funding client. A permitting fee has been included with this package. This is not a stream

The stream is deeply incised and eroding throughout the project area. The stream is presently widening rapidly and mass
wasting of bank materials is being transported downstream at a high rate.

To restore, stabalize and/or enhance highly degraded streams and ecosystems and to establish permanent vegatative
buffers surrounding the streams to protect their integrity in the future. Work will be done using a NC Division of Water
Resources Grant. The grant will be used to restore approximately 1,491 feet of stream and create approximately 1.2
acres of wetland along a tributary to Upper Sandy Creek.

The existing stream channel is so incised and degraded that a new channel is being designed in order to stablize and
restore stream function to this section of channel. The new channel will have an opportunity to function with a floodplain
again and help with nutrient removal.

Stream Restoration; restore channel dimension, pattern, and profile. In-stream structures
will be added in certain locations for stability and habitat creation. Wetland Restoration;
restore hydrology to the floodplain through a Rosgen Priority 1 restoration in order to
establish habitat, stability, floodplain functions, and for functional lift of the ecosystem
(ie. nutrient removal of Nitrogen and Phosphorous).
