Remarks and Recommendations:
***The ICA is being lifted.
Jeff Winkler, Jim Holloway, and Charlie Brown (Vecillio) were present during the follow-up inspection. Many of
the items noted in the previous inspection report have been completed bringing this project back in
compliance. However, there are still several items that need to be addressed.
Recommendations for the Poling Waste Site
- Install an approved skimmer basin that has been designed for the drainage area in the southeast corner of
the site. The contractor has installed a small silt basin; however it was not constructed as per NCDOT
specifications and has not been designed for the drainage area.
-Install SSCF outlets in the silt fence at SB1 and SB3. Also, attach pipe onto skimmer outlet at SB1 and carry
water to a SSCF.
-Remove dirt that is piled against the silt fence adjacent to SB1. I recommend installing an additional row of silt
fence along the slope below SB1 to treat runoff from the disturbed area that is not captured by a TD and
diverted into the basin.
Miller Waste Site - Skimmer needs to be re-attached. Fabric on the weir needs to be properly installed ASAP.
Fabric needs to have good contact with the soil, and needs to be properly trenched in to prevent water from
getting underneath. Also, dress and seed the area between the two basins. Consult with DEO to ensure this
area is not jurisdictional.
Geotextile needs to be properly installed on skimmer basins throughout the project. Inspectors stated that
strong winds were causing maintenance issues with the fabric on several of the basins. Ensure the geotextile
is secured tightly to the ground and stapled in place according to spec.
-Sta. 299 RT- Reinstall silt fence and TRSC-As around the headwall of the culvert as per plan.

-Sta. 332 RT - Maintain skimmer basin 10.1. Maintenance includes excavating silt and replacing baffles.
-Sta. 332 RT - Inlet of the existing 24 inch pipe has collapsed. A channel has been reestablished for the
stream but it is ponding at the pipe inlet. Consult with DEO for best plan of action until a new pipe is
established.
-Sta. 411 LT - Install skimmer basin 16.1 as per plan. Utilize the existing topography for the side slopes, and
install weir with skimmer pipe, and baffles.
-Reinstall orange safety fence at jurisdictional areas where recent repairs have been made.
-Install dissipater pads at the outlets of slope drains throughout the project.
-Extend slope drain pipes to the bottom of skimmer basins or use geotextile or tarp to line the inlet.
-Install and maintain construction entrances where sediment is being tracked onto the roadway.
-NPDES records were reviewed and are up to date.
