The dissipator impacts were reduced as much as possible and are designed for "inlet protection" instead of "scour prevention" which is twice as long. The dissipators are large in one part because of the huge drainage area and also because of the large pipes being placed for the two crossings. I will send you a letter from the owner that I am authorized to obtain fill permits on the property as soon as I recieve it. Your project purpose is to access high ground portions of the property to build a residential subdivision, So I can't issue a NWP permit without showing the proposed lots on the south end of the RKL property. Alternatively, if you took off the road crossing then the plan could be considered complete; just showing the 6 lots and driveway crossing. The total stream impact cannot exceed 300ft (1/2 acre for wetlands) in total under a NWP. Before submitting an application, locate and mark the exact start and end points for the stream impacts in the field, including the rip rap, if proposed at the ends of the culverts. Pull a tape down the centerline of the creek if you have to, in order to confirm impact length. The amount of dissipater pad impacts may need to be reduced to satisfy minimization. It is a lot longer than I am used to seeing per DOT standards. Send the expected impact numbers. Cross-sections at the ends of the culverts to show channel inverts and proposed pipe sizes and headwall heights are helpful document minimization. Above-grade fills within the FEMA 1 DO-year floodplain are restricted by NWP 29 so clarifying the 2 100 year floodplain lines and providing average stream flow cfs at the crossing will help, Floodplain fills must be in compliance with local and FEMA floodplain regs. We just had a pre-submittal meeting with DWQ, Our plan is to do the express review with them. During the meeting they said we needed to meet with you and get started on the 404 permit now because their express review takes 30 days and we would need our 404 before then, Could you em ail me a time when we could sit down with you and the plan so we could review and therefore make a good first submittal.
