Hello Anne,
John is out of town at a hearing and I'm sure he can give you more detail later.
However, the short answer is that PCS Phosphate can mine a corridor, rather than
walk their equipment, through a slender strip at the edge of the hardwood wetland to
get from one mining location to another. John can fill you in on the protections
attached to that. It was based on additional information from PCS Phosphate. Both
certifications are related to Alternative L but with fewer impacts - kind of an
Alternative L light.
I believe John will be back in the office tomorrow and he will be able to give you
more detail.

This morning the Director signed a modified 401 Water Quality Certification
for the PCS Phosphate mine expansion near Aurora, NC. Attached should be an
electronic copy of the reviaed Certification. I will be out of the office
all day doing a public hearing in Albemarle, but you can reach our public

questions. Hard copies of the Certificatoin will be mailed out today as
