Mr. Davidson,

This letter is in response to the above referenced subject line in which the wastewater treatment plant
(WWTP) exceeded the allotted monthly average for allowed ammonia levels.

Waynesville has completed a full plant assessment from hired engineering consultants, Utility
Technology. The Town intends to begin the planning process for upgrading the currently WWTP facility. We
are also working with one our local industrial customers to come up with a better way to capture some of their
byproducts before it enters into our waste stream.

Please accept this response as our formal request to forgive any intent to assess civil penalty as we work
through ways to improve our process and daily operations.
