The following Low Impact Bridge Replacement projects submitted forreview in July and
Augustof 2017are being authorized as Nation Wide Permit (NWP-3), NWP-3’s
w/Special Conditionsor No Permit Required (NPR) and the following action I.D.
numbers and file numbers are associated with these actions.

Iwon’t send you individual tear sheetsfor these actions and this email is acting as the
official authorization for these projects. I request that you attach a copy of this email and
print out the associated permit conditions for NWP3 and give them to the project
superintendents who will be overseeing these projects so they can have a copy on site
when the work is taking place.
I also request that you coordinate with the appropriate POCs for NCWRC,NCDMF, and
NMFSfor any in water work moratoriums or restrictions (i.e. use of sediment curtains
etc.) that may be associated with these projects.The regional condition for NWP 3
excludes the use of this permit for discharges into Waters of the United States designated
by either the North Carolina Division of Marine Fisheries (NCDMF) or the North
Carolina Wildlife Resources Commission (NCWRC) as anadromous fish spawning areas
during the prohibited period of February 15 and June 30,without prior written approval
from NCDMF or NCWRC and the Corps. Additionally, discharges into Waters of the
US designated as sturgeon spawning areas are prohibited during the period between
February 1 and June 30, without prior written approval from the National Marine
Fisheries Service (NMFS).
NWP3 also requires that you obtain any required CAMA permits in the 20 coastal
counties and that construction activities may not commence for these projects until you
obtain the required CAMA permit. Please provide the Corps w/a copy of the CAMA
authorization for these projects, if applicable.The expiration date of these Nationwide
Permits is March 18, 2022.No compensatory mitigation isrequired for these projects.
