The archaeological Area of Potential Effects (APE) for the project is defined as a 600 foot (182.88 m) long corridor running 300 feet (91.44 m) northeast and 300 feet (91.44 m) southwest along SR I500 from the center of Bridge No. 308. The corridor is approximately I50 feet (45. 72 m) wide extending 75 feet (22.86 m) on either side of SR I500 from its present center. SUMMARY OF FINDINGS The North Carolina Department of Transportation (NCDOT) reviewed the subject project and determined: Archaeology � There are no National Register-listed or Study Listed properties within the project's area of potential effects. ❑ No subsurface archaeological investigations are required for this project. � Subsurface investigations did not reveal the presence of any archaeological resources. � Subsurface investigations did not reveal the presence of any archaeological resources considered eligible for the National Register. ❑ All identified Archaeological sites located within the APE have been considered and all compliance for archaeological resources with Section 106 of the National Historic Preservation Act and GS 121-12(a) has been completed for this project. � There are no historic properties present or affected by this project. NCDOT Archaeology & Historic Architecture Groups 11-08-0115 SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: Bridge No. 308 is northeast of Franklin, southwest of the Dillsboro, and just south of U.S. 23 in the northeastern portion of Macon County, North Carolina. It is plotted near the northern edge of the Corbin Knob USGS 7.5' topographic quadrangle (Figure 1). A map review and site file search was conducted at the Office of State Archaeology (OSA) on September 9, 2011. No previously recorded archaeological sites have been identified within the presently defined APE or adjacent to the APE, but three sites (31MA647-31MA649) are recorded within a mile radius of the project area. In addition, no existing National Register of Historic Places (NRHP), State Study Listed (SL), Locally Designated (LD), Determined Eligible (DE), or Surveyed Site (SS) properties are within or adjacent to the APE. Topographic maps, USDA soil survey maps, aerial photographs (Google and NCDOT), historic maps (North Carolina maps website), and Google Street View application were utilized to gage environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, residential, hydrological, and other erosive type disturbances within the surrounding archaeological APE. An archaeological reconnaissance and �eld survey was conducted on October 17, 2011, to assess the project area. Bridge No. 308 crosses Watauga Creek northeast to southwest (Figure 2). The stream flows southwest and joins with Hughs Branch just south of the bridge. The stream continues to drains southwest into the Little Tennessee River. The project area is situated primarily within the Watauga Creek floodplain with only a small portion of the southwest corner of the APE located along hillside slope. The majority of the project area is open with residential lawns and pasture (Figures 3 and 4). A small vegetable garden is also present at the northeastern end of the APE. Overall, disturbance appears minimal. A review of the USDA soil survey maps indicates that Reddies fine sandy loam (ReA) covers the entire APE (Figure 5). This soil series is nearly level to gently sloping with 0 to 3 percent slope. It is also moderately well drained, but floods frequently. Although the hillside slope falls within the Reddies �ne sandy loam layer, it is more likely composed of Trimont gravelly loam (TrF). This series is well-drained and extremely steep with 50 to 95 percent slope. In general, the Reddies fine sandy loam is favorable to yield archaeological sites. This is due to being moderately well drained, on slope of less than 15 percent, and minimal erosion. Three archaeological sites (31MA647-31MA649) have been recorded within a mile of the project area. All were first recorded by Western Carolina University for the U.S. Forest Service and are located to the south. Site 31MA647 consists of a small lithic artifact scatter that dates to an unknown prehistoric period. It is situated in a saddle on the Cullasaja-Tuckasegee soil complex (CuE). It is considered ineligible for the NRHP. Site 31MA648 is historic house site that dates from the 19`'' through the early 20`'' centuries. It is found on a ridge toe along the Evard-Cowee soil complex (EvE). It too is ineligible for the NRHP. Lastly, site 31MA649 is a 19`'' to 20`'' century Cherokee Cemetery. Its eligibility for the NRHP is unassessed. Due to a lack of systematic investigations in this portion of the county, no conclusion could be drawn on the predictability of sites within the APE. Early maps from the late 18`h and 19`h centuries show no details of the project area. It is likely the 1907 USGS Cowee topographic map is the first to show the project area in any great detail (Figure 6). Although the map does not show a crossing within the project area, it does illustrate structures along the creek and a road further up the hillside to the northwest. Due to the schematic nature of this map, it is difficult to determine the structures exact locations. The later circa 1910 U.S. Postal map appears to depict a road more closely following an alignment similar to SR 1500 (Figure 7). However, Watauga Creek is not plotted making it difficult again to determine the exact location of the project area. The 1929 soil map for Macon County provides a clearer picture (Figure 8). Evidence of an old road trace and a possible ford were found in the southwestern end of the project area. Regardless, it seems unlikely for any signi�cant historic archaeological deposits to be present within the APE. Investigations within the project area consist of Shovel Test Pits (STPs) and a visual inspection. A total of eight STPs were excavated on either side of SR 1500 at 30 m intervals when possible (see Figure 5). Excavations were not conducted in areas which showed disturbance from driveways and where slope exceeded 15 percent. Generally, stratigraphy within the floodplain and on the northside of SR 1500 consisted of two strata extending 25 to 50 cm (10 to 20 in) below the surface. The upper layer is a dark brown (lOYR 3/3) sandy loam that is approximately 15 to 40 cm (6 to 16 in) thick. Underlying this is a dark yellowish brown (lOYR 4/4) or even a strong brown (7.SYR 4/6) clay loam. STPs south of SR 1500 are similar to the northern STPs, except hydric soil is found near the creek underneath the upper layer. This hydric layer is a dark gray (lOYR 4/1) loamy sandy that starts at approximately 20 cm (8 in) below the surface and extends at least 30 cm (12 in) below the surface. No cultural material was encountered in any of the STPs. A visual inspection of exposed surface also revealed no cultural material. The archaeological investigations for the proposed replacement of Bridge No. 308 on SR 1500 consisted of a total of 8 STPs excavated on level and well drained soils within the floodplain. No archaeological resources were identified within the APE, and it appears unlikely any signi�cant archaeological deposits are present. No further archaeological work is recommended. If the project expands and impacts subsurface areas beyond the de�ned APE, further archaeological consultation will be necessary.
