Dear Mr. Shaver and Ms. Steenhuis:
The North Carolina Department of Transportation has replaced the existing 60" CMP at location Lat:
35.06575 Long: -77.88691 on SR 1513 Alum Springs Road 1.10 miles East of SR 1306 (Red Hill Rd) with
(1) @ 12'-11" x 6'-0" CAAABC w/Headwalls (See Attached Documents). NCDOT would like to request a
waiver from the depth specifications of the regional conditions 3.6.1 of the Nationwide Permit 3 and the
corresponding General Condition 11 of the Water Quality General Certification No. 4085. Due to the
existing geomorphologic fall of the stream channel and previous scour hole on the outlet of the box culvert,
the CAABC was installed on a 0.2% slope to provide a low flow condition. Burying the inverts 1' would
have resulted in a 5 percent pipe slope, causing a high flow erodible condition. Due to the scour on the outlet
end, 9 LF of additional rip rap was placed in the stream channel on a 3:1 to protect from scour and
destabilization. (See Attached Permit Drawings).
By copy of this letter and enclosures, NCDOT is requesting issuance of Nationwide 3 approval from the US
Army Corps of Engineers and 401 Water Quality Certification (WQC) #4085 approval from the Division of
Water Resources (DWR). A method of debiting $240 to process the WQC request has been provided as noted
in the subject line of this application.
