Mr. Fisk:
The Division received your Corrective Action Plan (CAP) for total copper and total zinc for
Harris Nuclear Power Plant as required by the NPDES permit. The CAP summarizes the actions
that Duke Energy has taken towards achieving compliance with the copper and zinc limits and
proposes further actions to achieve compliance. Duke Energy performed an effluent
characterization for copper, zinc and hardness. In addition, the facility began using a different
anticorrosion agent that does not contain zinc. The wastewater characterization shows that with
this change in anticorrosion agent zinc is consistently below the proposed limit. As for copper,
the proposed action is to develop a Waters Effect Ratio (WER). Although this approach is
acceptable please be aware that a WER study is not considered a compliance action under a
schedule of compliance. Duke Energy can proceed to perform a WER study but at the same time
should continue evaluating compliance options for copper. A WER Study Plan must be
submitted to the Division for approval before commencement of the study. If the WER results in
a copper limit that the facility can achieve a permit modification can be requested to modify the
limits. A WER is reevaluated every five years.
