PROJECT SUMMARY: The applicant proposes to reconfigure an existing docking facility within Lee's Cut. Chris Leith c/o Ed Flynn Page 2 9. PROJECT DESCRIPTION: The project site is located at 52 Pelican Drive; adjacent to Lee's Cut/Greenville Sound in the Town of Wrightsville Beach, New Hanover County. To locate the property from the Wilmington Regional Office (WiRO) travel east on Eastwood Road approximately 3 miles towards Wrightsville Beach. From the AIWW drawbridge, continue to travel east on West Salisbury Street (US HWY 74) for approximately one mile. Turn left onto Pelican Drive and travel east. The property of interest will be located on the left. The property is approximately 0.2 acres with an elevation of approximately 5'above normal high water (NHW). There is approximately 60' of shoreline frontage along Lee's Cut, which is currently stabilized by an existing timber bulkhead. The applicant currently maintains a two-story single family residence on the property. Upland vegetation consists of maintained lawn grass and ornamental landscaping. There is an area of Coastal Wetlands waterward of the timber bulkhead on the eastern end of the property approximately 10' in width, which consists primarily of Smooth Cordgrass (Spartina alterniflora). The applicant currently maintains a private docking facility within Lee's Cut. An existing access pier, measuring approximately 32' in length by 6' in width extends waterward towards Lee's Cut, which terminates onto a fixed uncovered platform measuring approximately 16' in length by 20' in width creating a "T -head" configuration. An access ramp leads onto an existing floating dock, measuring approximately 30' in length by 6' in width, which runs perpendicular to the shoreline and channel. There are two (2) boatlifts each measuring approximately 13' in length by 13' in width, one each on the western and eastern side of the floating dock. The application states the existing docking facility currently accommodates up to two (2) vessels within existing water depths of approximately -6' at normal low water (NLW). The Wrightsville Beach Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Developed. The waters of Lee's Cut, in Greenville Sound are classified as SB#, by the NC Division of Water Resources. These waters are NOT designated as Primary Nursery Area (PNA), by the NC Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to reconfigure an existing docking facility within Lee's Cut. Once the existing fixed pier, platform, and floating platform is removed, a new deck would be constructed just waterward of the timber bulkhead, measuring approximately 16' in length by 16' in width, which would be located entirely over open water. A ramp would extend from the northern end of the deck towards Lee's Cut, which would lead onto a new floating dock, measuring approximately 60' in length by 6' in width, which would run perpendicular to the shoreline. The two (2) existing boatlifts, each measuring approximately 13' in length by 13' in width would remain in their current locations. The application states that the existing water depths at the location of the proposed and existing structures is approximately -6' at N LW. The proposed new docking facility configuration would potentially provide docking space for four (4) vessels at this location (See Sheets 1 through 4 of 4). 10. ANTICIPATED IMPACTS: The proposed new structures would reduce the area incorporated by the existing docking facility by 82 ft2 of Public Trust Area and Estuarine Waters. The structures would not encroach into the 15' riparian corridor setback requirement of the adjacent riparian properties. The application stated the water body width is +300', however, using aerial imagery DCM determined the water body width in this area is 357'. The proposed structures would extend approximately 88' into the waterbody, and this distance appears to conform to the 1/4 width rule and would not exceed the established Town of Wrightsville Beach pier head line. The proposed structures would accommodate up to four (4) vessels at this location within current water depths of approximately -6' @ NLW. Minor increases in turbidity should be expected during the construction phase of the project; however, turbidity levels should return to normal once the project is complete.
