The elevation of the NHWM at the crossings is assigned a value equal to the maximum elevation of the NHWM within the footprint of the fill area. 2. The elevation of the NHWM (# 1 above) is assumed to be spread over a level plane over the surface of the footprint of the fill area. 3. The elevation of the flowline at the crossings is assigned a value equal to the minimum elevation of the flowline within the footprint of the fill area. 4. The elevation of the flowline (# 3 above) is assumed to be spread over a level plane under the footprint of the fill area. 5. Items 1, 2, 3, and 4 above combine to produce an estimated fill volume greater than the actual fill volume between the surface of the NHWM to the flowline of the ditch.
