County: Onslow Document: State MCC Funding: � State ❑ Federal � Yes ❑ No Permit Type.• NWP14 Project Description: NCDOT's Division 3 proposes to replace Bridge No. 134 on SR 1331 (White Oak River Road) over Gibson Branch in Onslow County. Bridge No. 134 was built in 1967, and is considered to be functionally obsolete; therefore, it has been scheduled to be replaced. The Area of Potential Effects (APE) for the project will be centered on the bridge and measure about 60 feet wide, expanding to roughly 100 feet in certain areas (only on the west side of the bridge), and about 625 feet long, roughly 300 feet from the north end of the bridge and about 275 feet from the south end of the bridge. Overall, the APE will encompass about 52,773 square feet (1.21 acres), inclusive of the existing roadway and structure to be replaced. f.Yi1U lu /� �TC17 a[�li� IM �li� 7� 1/ 7�I.Y�li1 Z�J �I.� 7�►i/ I�►i.i/ Brief description of review activities, results of review, and conclusions: This project was accepted on Tuesday, October 4, 2016. A map review and site file search was conducted at the Office of State Archaeology (OSA) on Thursday, October 6, 2016. No archaeological surveys have been conducted along this particular stretch of SR 1331 (White Oak River Road), and no archaeological sites have been recorded within one-half (1/2) mile of the proposed project. Digital copies of HPO's maps (Jacksonville NE Quadrangle) as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb� were last reviewed on Thursday, October 13, 2016. There are no known historic architectural resources located within or adjacent to the Area of Potential Effects (APE) for which intact archaeological deposits would be anticipated within the footprint of the proposed project. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive-type disturbances within and surrounding the archaeological APE. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: Although this is a State-funded project, a Federal permit will be required. Permanent and/or temporary utility and/or drainage easements will be necessary because of an on-site detour located immediately west of Bridge No. 134. The need for additional ROW has not been determined; however, the size of the APE has been drawn in a way to capture any possible impacts beyond the NCDOT's existing 60-foot ROW. At this time, we are in compliance with NC GS 121-12a, since there are no eligible (i.e. National Register-listed) archaeological resources located within the project's APE that would require our attention. Based on the description of the proposed project, activities will take place beyond the `7Jo ARCHAEOLOGYSURVEYREQUIRED "form far Minar Transportation Prajects as Qualified in the 2007/2015 Pragrammatic Agreement. 1 of 3 Project Tracking No.: 16-09-0038 NCDOT's existing 60-foot ROW along SR 1331 (White Oak River Road). From an environmental perspective, the APE falls within a rural environmental setting in North Carolina's Lower Coastal Plain physiographic region, and is composed of three (3) soil types (north to south): Muckalee loam (Mk), Marvyn loamy iine sand, 6-15% slopes (MaC), and Norfolk loamy fine sand, 0-2% slopes (NoA). Most of the APE, including areas of well-drained soils, is considered a flood hazard and either consists of poorly drained soils (i.e. Mk) or wetlands. Preservation of intact archaeological resources would not be anticipated under such environmental conditions. Although prehistoric resources have been recovered from contexts along the White Oak River, all three instances have occurred on well-drained upland locations in close proximity to a freshwater source (i.e. the White Oak River). A review of current LiDAR data shows no noticeable landscape features within the APE that would be compatible with such landforms. Remnants of previous roadbeds or crossings of Gibson Branch may be present (i.e. 1920s), but would not be considered historically significant. The Office of State Archaeology (OSA) has not reviewed any proj ects within the vicinity of Bridge No. 134 for environmental compliance, although the bridge itself has been marked on their maps as being previously reviewed; no record of this review could be found within their files. NCDOT's Archaeology Group has reviewed one nearby bridge replacement project for environmental compliance under the Programmatic Agreement (PA) with the State Historic Preservation Office (NC-HPO) (see PA 16-01-0009 [TIP# B-5309]). An archaeological survey was recommended for this project based on the presence of previously recorded archaeological sites adjacent to the APE and favorable topographical situations (i.e. stream terraces); however, no cultural material was recovered as a result of the survey. As mentioned befare, soil conditions (i.e. wetlands/poorly drained) and topography (non-upland setting) within the APE would suggest a low probability for prehistoric and/or historic archaeological materials to be present. Therefore, it is believed that the current APE, as depicted, is unlikely to contain intact and significant archaeological resources. No archaeological survey is required for this project. If design plans change or are made available prior to construction, then additional consultation regarding archaeology will be required. At this time, no further archaeological work is recommended. If archaeological materials are uncovered during project activities, then such resources will be dealt with according to the procedures set forth for "unanticipated discoveries," to include notification of NCDOT's Archaeology Group.
