Dominion Energy Transmission Inc. (DETI) on behalf of Atlantic Coast Pipeline,
LLC is submitting the enclosed SWG04 General Stormwater Management Permit
package for the built -upon areas of the Atlantic Coast Pipeline project within the
Raleigh Region. The work is being completed in association with Atlantic Coast
Pipeline, LLC's October 13, 2017 Certificate of Public Convenience and Necessity
from the Federal Energy Regulatory Commission (FERC) to construct and operate
the Atlantic Coast Pipeline (ACP). DETI is seeking a General Permit from the
DWQ.
The proposed ACP is an interstate natural gas transmission pipeline that would
serve multiple public utilities and their growing energy needs in Virginia and North
Carolina. Atlantic Coast Pipeline LLC,,a company formed by four major, regionally
based energy companies: Dominion, Duke Energy, Piedmont Natural Gas and
Southern Company Gas, will develop, construct and operate the Atlantic Coast
Pipeline.

post -construction stormwater permitting requirements. DETI has separately
submitted Erosion and Sediment Control Plans for approval, and sought coverage
under North Carolina's NPDES general permit for construction stormwater

discharges associated with the Atlantic Coast Pipeline. The permanent facilities
include one valve site and two permanent access roads. Only existing roads to
receive additional built -upon area and new roads within the State stormwater
program area are included with this application. A site plan showing the location
and proposed erosion and sediment control best management practices are included
with this package. Upon completion of pipeline construction, the valve site and
access roads will remain in place and the right-of-way will be restored to the pre -
construction conditions.

State Stormwater Management Application Notice of Intent for coverage under the General Stormwater Management
Permit to construct a utility line and incidental built -upon area associated with a linear utility project including water,
sewer, gas, telephone, and electric.
For the construction, operation and maintenance of incidental impervious areas associated with the construction of a
linear utility line. Incidental built -upon area associated with the utility project includes small, single pump stations,
access roads which minimize their built -upon area, concrete pads, manhole covers, etc.

North Carolina General Statute 143-215.66 (i) provides that:
Any person who knowingly makes any false statement, representation, or certification in any application, record, report, plan,
or other document filed or required to be maintained under this Article or a rule implementing this Article; or who knowingly
makes a false statement of a material fact in a rulemaking proceeding or contested case under this Article; or who falsifies,
tampers with, or knowingly renders inaccurate any recording or monitoring device or method required to be operated or
maintained under this Article or rules of the Commission implementing this Article shall be guilty of a Class 2 misdemeanor
which may include a fine not to exceed $10,000. (18 U.S.C. Section 1001 provides a punishment by a fine of not more than
$10,000 or imprisonment of not more than 5 years, or both, for a similar offense.)

constitute the permit requirement for the project and is enforceable in the same manner as an individual permit.
