I have compiled information from CCSD for the past two (2) years of daily flow records. I'm utilizing this along with their number of metered connections and population projections to compute an up to date per capita flow number to be used for projections of future flows. I also understand the comments reference future conservation measures and their impact on reducing the per capita flow demand and our revised flow projections will include an allowance for conservation measures. With reference to future service area we will clearly define that point also and include any contracts the CCSD has to provide water to adjoining water purveyors. Hope this helps. I believe we left it at, the agencies would provide comments for items we would like to see addressed for the next scheduled web conference on Dec 14. With that understanding, I am providing the following comments and will provide more in depth comments at a later date. One of the main items, I would like to see further fleshed out is the projected water demand. (I believe this was Column D in the spreadsheet from the web call and Section 3.4 in the Purpose and Need document.) I propose there be an in depth discussion as to how the projected numbers of 8.88 mgd (average days) and 11.1 mgd (peak days) were generated. I recommend we go through the assumptions and how they were determined, including flow demands and the district's expansion plans. Table 2 in the draft P&N document does not indicate what kind of agreements, if any, are in place with the counties listed. A further discussion of the 78 gallon per day per person assumption needs would be helpful. As we have stated in the past, projected water needs should be based on signed service agreements with users and include conservation measures. Other items include, a further discussion of topics from the 11-19 meeting, such as, evaporation assumptions, (pan evaporation numbers versus other evaporation numbers), minimum instream flows, gauge data, etc. It would also be helpful if we could receive a copy of the spreadsheet we were using for the web conference. A general concern I have as we move through the EIS process, is that it be kept in mind this is a USACE document, not an applicant document being written to support the applicant preferred alternative. I know we all know this, but I felt the two draft EIS documents I have reviewed so far for this project tended to have an applicant bias. That is all for now. Oh yea, one little thing, I do know all about phone mute buttons. I was just taking the call out of my office and was using a laptop and cell phone and it wasn't readily apparent how to mute the cell phone - I know now. The EPA teleconference system has the capability to hit *6, to mute your line and I thought this system might have something similar but I guess not? Hope everyone has a great holiday!
