A response to each of the requests that were made is presented. A copy of the letter requesting the additional information is included in Attachment A for convenience. As you are aware, a meeting was held at the DWQ Winton-Salem office on December 9, 2008 to discuss this Request for Additional Information, and outline a strategy for complying with the DWQ stormwater regulations. As a result of this being a linear transportation project, the following comment responses were generally discussed and agreed to during that meeting. 1. As stated in the DWQ Stormwater BMP Manual for dry extended detention basins (page 17- 2) "Seasonally high groundwater table must be at least 2 feet below the bottom of the basin. " The Dry Extended Basin Supplement Sheet also notes that the SHWT elevation must be known in order to complete this checklist. Please provide this information for all three detention basins. A subsurface exploration report has been prepared by STV/Ralph Whitehead Associates (STV/RWA) for the Hartley Drive Widening and Extension project. Soil Boring B-10 is located on the YMCA property very close to the proposed Detention Basin #1 (Attachment B - Exhibit 1). The boring extended to a depth of 9.0 feet. At this location, the water table was not encountered (Attachment B - Exhibit 2). Therefore, based on a ground surface elevation of 341.3 feet, the water table elevation would be less than elevation 832.3 feet. The proposed basin bottom elevation is 836 feet providing an estimated 3.7 feet between the bottom of the basin and the water table. an employee-owned company providing quality service since 1912 Ms. Sue Homewood January 14, 2009 Page 2 Soil Boring B-30 is located adjacent to the existing basin west of Ingleside Drive, very close to the proposed Detention Basin #2 (Attachment B - Exhibit 3). The boring extended to a depth of 9.9 feet. At this location, the water table was not encountered (Attachment B - Exhibit 4). Therefore, based on a ground surface elevation of 835 feet, the water table elevation would be less than elevation 825.1 feet. The proposed basin bottom elevation is 837.5 feet providing an estimated 12.4 feet between the bottom of the basin and the water table. STV/RWA was unable to perform soil borings in the western end of the project corridor, in the vicinity of Detention Basin #3, due to the existing landowners refusing permission to access the area with a drill rig. Existing soil survey data and topographic data for the area was therefore used to determine water table elevations. The soils in the area of Detention #3 are Poindexter and Zion sandy loams, 8 to 15 percent slopes (PnD). These soils are listed as having a water table >6 feet below the surface elevation. Additionally, by using the existing topographic data, we can compare the proposed detention basin bottom elevation to the proposed detention basin outlet elevation of 839 feet. The proposed basin bottom elevation is 846 feet providing an estimated 7 feet between the proposed bottom of the basin and the water table. 2. As stated in the DWQ Stormwater BMP Manual for dry extended detention basins (page 17- 2) "A forebay is required if the design volume to the facility is over 10 acre-inches. " For Basin #1, the Dry Extended Basin Supplement Sheet also notes that the total runoff volume captured by the basin indicates that a forebay is required. Please modify the design of Basin #1 to include a Forebay. Basin #1 is located adjacent to the YMCA's soccer field and any expansion to the basin would compromise the playing field. The proposed outfall to Basin #1 drains an already developed corridor; there is existing commercial development along Main Street and this portion of Hartley Drive is already paved. The project proposes to widen this section of Hartley Drive and add curb & gutter. The basin will provide peak runoff control and the most practicable treatment for the stormwater outfall. See the pre- and post- runoff summary on page A-1 of the previously submitted "Stormwater Management Design Study and Erosion and Sediment Control" notebook prepared by STV/RWA. Given the constraints of the adjacent soccer field, the existing developed conditions of this part of the project corridor and the linear nature of the project a forebay for Basin #1 has not been provided. 3. As stated in the DWQ Stormwater BMP Manual for dry extended detention basins (page 17- 2) "A sediment depth indicator must be provided". The Dry Extended Basin Supplement Sheet also notes that a sediment depth indicated is required. Please include this feature in all three basins. A sediment depth indicator will be included in the plan design. See Plan Sheet #2-D (Attachment B - Exhibit 5), notes 1 & 2. 4. The required Items Checklist notes that a construction sequence that shows how the dry detention basin will be protected from sediment until the entire drainage area is stabilized is necessary. The details provided on the plan sheet are not sufficient to ensure protections of the basin and they do not clearly indicate the appropriate steps to be taken to convert/restore Ms. Sue Homewood January 14, 2009 Page 3 the basin following roadway construction. Please provide a more detailed construction sequence. A more detailed construction sequence has been added and can be found on Plan Sheet #EC-4 (Attachment B - Exhibit 6). The construction schedule includes direction to the contractor to regrade the detention basins to their design dimensions after construction. Also, see added notes on Plan Sheet #2-D which provides instruction to the contractor for maintaining the basins during construction. 5. Please provide a plant and landscape plan for the dry extended detention basins. The detention basins will be seeded in accordance with the NCDENR standard seeding specifications. See Plan Sheet #EC-4 (Attachment B - Exhibit 6). The appropriate seed mix would be based on the dates the seeding takes place. 6. The construction detail provided for the cross vane within the mitigation area is not sufficient. The construction detail should clearly specify size of rock, depth of rock, anchoring of footer rocks into the stream banks, angle of wings on the cross vane, fabric use behind the vane to prevent piping, depth of pool excavated below the cross vane, etc. The Division must ensure that the cross vane is designed and installed properly to promote success of the stream relocation. A revised Sheet 17 has been attached, which depicts additional details for the proposed stream cross vane (Attachment B - Exhibit 7). The size of rock, the depth of rock, anchoring of the footer rocks into the stream banks, the angle of wings on the cross vane, and the geotextile fabric used behind the vane, and the depth of the pool excavated below the cross vane is depicted as requested.
