Per our past discussions, attached is a burial waiver application for the Hurricane
Matthew pipe replacement on SR 1918 (Landfill Rd) in Duplin County. Project number
DF15003.2031084. Please let me know if this package satisfies your agencies needs for
this request. If this application is sufficient, I will prepare the Alum Springs request and
should be able to submit it today or tomorrow.
Joanne, I did not send this to Kristi Lynn because I wanted you to review it first.
I had the preconstruction meeting for this site and 5 others yesterday with the
contractor, so I'd like to get your approval as soon as is convenient.

The North Carolina Department of Transportation plans to replace the existing 48" x 77 LF CMP at location
Lat: 34.859083 Long: -77.975000 on SR 1918 Landfll Road 0.6 miles West of NC-11 with (1) @ 72" CMP
w/HW x 60 LF (See Attached Documents). NCDOT would like to request a waiver from the burial
requirements in Regional Condition 3.6.1 of the Nationwide Permit 3 and the corresponding General
Condition 11 of the Water Quality General Certification No. 4085. Due to the existing geomorphologic fall
of the stream channel, burying the pipe inverts 1' would result in a 12 percent pipe slope and would create a
high flow condition causing scour and destabilization of the stream channel. The pipe inlet invert will be
buried 1' at 78.48 and be put on a 2 percent slope to maintain low flows. The resulting outlet invert will be at
77.28' putting it approximately 5' above the downstream channel stream bed, additional rip rap will be
placed 15 LF in the downstream stream bed on a 3:1 slope to protect from scour and destabilization. (See
Attached Permit Drawings).
By copy of this letter and enclosures, NCDOT is requesting issuance of Nationwide 3 approval from the US
Army Corps of Engineers and 401 Water Quality Certification (WQC) #4085 approval from the Division of
Water Resources (DWR). A method of debiting $240 to process the WQC request has been provided as noted
in the subject line of this application.

about natural heritage resources for the project referenced above.
A query of the NCNHP database, based on the project area mapped with your request, indicates that there are
