HomeMy WebLinkAboutCAMA Areas of Environmental Concerns Meeting July27_2017 .docxCAMA Areas of Environmental Concerns for R-5727 and R-2513 NCDOT Division 2 Meeting with Division of Coastal Management 400 Commerce Ave, Morehead City, NC July 27, 2017 at 1:OOpm Attendees: Stephen Lane, DCM Bill Kincannon, NCDOT- Division 2 Elizabeth Workman-Maurer, NCDOT— Division 2 Discussions: R-5727: NCDOT presented the four original alignments, discussed concerns from the USACE and DWR, and then showed three revised alignments that minimize jurisdictional impacts. These revised alignments were also presented to the NCDOT Rail Division at the July 25, 2017 meeting. Mr. Lane preferred the Wildwood Road alignment which appears to have the least wetland and stream impacts. Access at the Vinings of Wildwood apartment complex needs to be analyzed. The apartment complex is accessed by a two-way roadway from Wildwood Road. A dirt road access drive goes from US 70 to the complex. Mr. Lane also agrees the Sam Garner Road alignments are possibilities if the alignments are tweaked to minimize impacts to wetlands and bridges are utilized over Hull Swamp and its associated wetlands. The McCabe Road alignment was the least favored of the options. The two CAMA Areas of Environmental Concern are the Hull Swamp and unnamed tributary to the Newport River (from Business Drive). These areas are large enough for canoe access. Any impacts to these areas will require a CAMA Major Permit. Approximately 90 days is needed to process a CAMA Major Permit, allowing for public notification, soliciting comments from 14 agencies, addressing public concerns, etc. Mr. Lane would like a summary of the meeting with the Wildwood Presbyterian Church and Wildwood Community on August 3, 2017. Mr. Lane suggested investigating the project area for any archaeological/historic resources. Mr. Lane also suggested scheduling a pre-application meeting to expedite the CAMA process. The Division of Coastal Management's permit requirements include burying new pipes at one foot below the stream bed surface and upsizing new pipes, as needed. Page 1 DCM would like a report of the wetland and stream impacts per alignment. Mr. Lane would like to attend the future meetings with USACE and DWR. A full intersection at McCabe Road is needed. Currently, there are left turn lanes from US 70 to McCabe Road or Wildwood Road. Traffic queues on McCabe Road to access US 70. Mr. Lane suggested realigning McCabe Road with Sam Garner Road and creating a full intersection. This realignment could potentially impact Hull Swamp, the Ford Dealership, a water supply intake, Croatan National Forest, and other relocations. However, it would help move traffic in this area. There are no CAMA concerns at the Bridge Street/US 70 intersection on the east end of the project. None of the other tributaries within the project study area are within any of the DCM's AECs. R-2513: There are no CAMA Areas of Environmental Concern located adjacent to US 17 from NC 43 to Possum Track Road. A CAMA Consistency Determination will be needed for this project (all sections of R-2513) if an Individual Section 404 Permit is required. All USACE Nationwide Permits and Regional General Permits are already compliant with the CAMA consistency determination. Page 2
