Location/Description of Proposed Activity: The Marine Corps Base Camp Lejeune proposes to impact 2.152
acres of Section 404 wetlands and perform 5 directional bores under Section 10 waters to support a new
Waste Water System Upgrade primarily connecting the west bank of the. New River to the east bank on
Camp Lejeune property, Onslow County. Camp Lejeune has provided a Pre Construction Notification form
to utilize nationwide 12.

Your application did not include a statement explaining how avoidance and minimization for losses
of waters of the U.S. were achieved on the project site. (see remarks)
? Your submitted project plans or maps were insufficient, too large, or not legible (see remarks).
? Your application did not include a delineation of affected special aquatic sites, including wetlands,
vegetated shallows, and riffle and pool complexes as required.

REMARKS:
1. General condition 11 within nationwide 12 states that the use of heavy equipment must be
accomplished in such a manner to minimise soil disturbance. The PCN makes mention of cranes and
excavators necessary for installation, what steps will be taken to minimise soil disturbance? Will the
project utilize mats? Will there be any double handling of fill as bases for the drilling operation in
wetlands? Please provide a general view of the construction site including what type of equipment will
be used and the steps that would be taken to minimise compaction. Also it is expected with sizable
drills, the operators will utilize a reclamation filter to capture reusable slurry, please confirm that this
aspect of the drill will be located in uplands and if not, please provide appropriate justification and
steps proposed to avoid any slurry spills.
2. This general view of the construction site requested in the first remark will speak to the need for a work
corridor wider than 40'. Regional condition 4.3 requires such justification and currently the stated
justification is weak and should be further explained.
3. Based on current drawings and views it appears that the construction corridor will extend beyond the
maintained utility corridor. As required in general condition 13 and regional condition 4.7, please
provide a specific plan to assure that target grades will be met after construction ceases as well as plan
to restore and revegetate each construction area to include some future monitoring judging restoration
success.
4. Beyond the five bores described in the notification, will there be any other jurisdictional areas impacted
with the remainder of the waste water line upgrades?
5. Will there be any new maintained corridors outside the existing corridors and if so regional condition
4.8 requires compensatory mitigation which currently is not offered?
6. Recent bores in the area have had frack outs or bentonite releases during construction. Several of the
proposed directional bore crossings are under waters that serve as anadromous fish spawning areas and
may be more susceptible to bentonite releases. What is the time frame for the construction of the
project and how does this compare to the in water moratorium for anadromous fish spawning areas?
The current moratorium timeframe is Feb 15 - June 30.
