PROJECT SUMMARY: The Town is proposing to extend an existing stormwater outfall pipe an additional 90 feet into the adjacent water body (Banks Channel) with five support cradles. Town of Wrightsville Beach -Charlotte Street Field Investigation Report Page 2 Proiect Setting The project is located at the center of the Town of Wrightsville Beach, at the west end of Charlotte Street. The unimproved street right-of-way ends at the Estuarine Shoreline, adjacent to Banks Channel and the project site is approximately 100-feet long by 53-feet wide. The upland elevation of the project site is approximately 8 feet above Normal Low Water (NLW) and vegetated with lawn grasses, Oleander, and Wax Myrtle. The shoreline in the project area has been stabilized with a wooden bulkhead. The adjacent property to the north has been stabilized with a bulkhead and is aligned approximately 2 ft waterward of the existing bulkhead on the Town property. The adjacent property to the south has also been stabilized with a bulkhead and is aligned approximately 16 ft waterward of the existing Town bulkhead. The existing stormwater outfall pipe (12") terminates at the bulkhead and is submerged during mid and high tide. Approximately 10 square feet of Smooth Cord Grass (Spartina alternaflora) is located adjacent to the existing bulkhead and terminal end of the outfall pipe. During periods of heavy discharge the effluent scours along the bulkhead in a northerly direction for approximately 100 feet. The scour is approximately 15 feet wide, has a sandy bottom, and is approximately -0.5 feet deep at periods of high tide. Immediately waterward of the scour is a high marsh berm with an average elevation of 4 feet above NLW and is vegetated with American Beach Grass(Ammophila breviligulata), Salt Meadow Grass (Spartina patens) and Sea Oats (Uniola paniculata). The vegetated berm is 38 feet wide as measured from Normal High Water (NHW) to NHW on either side. The existing stormwater pipe has resulted in scouring immediately adjacent to the existing bulkhead and has created a peninsula of high marsh that is surrounded by water to the west, north, and east at periods of high tide. The Wrightsville Beach Land Use Plan classifies Banks Channel as Conservation, and the adjacent highground in the project area as Developed. The N.C. Division of Water Quality classifies the waters of Banks Channel in the project location as SB. These waters are not designated a Primary Nursery Area by the N.C. Division of Marine Fisheries, and are closed to the harvest of shellfish. Development Proposal The Town of Wrightsville Beach proposes to extend an existing 12" clay stormwater outfall pipe an additional 90 feet waterward of the existing bulkhead into Banks Channel. The applicant states that the proposed pipe extension is in response to nearby property owner's complaints of stormwater runoff undermining the structural integrity of the adjacent residential bulkheads. The proposed extension, in the location adjacent to the bulkhead, would require the excavation of 1.5 cubic yards of material (20 feet long by 2 feet wide to a depth of -1 feet) from below NHW to obtain the necessary slope for proper drainage and installation. The applicant proposes to excavate 8.44 cubic yards of material (38-feet long by 2 feet wide to a depth of -3 feet) of the high coastal marsh consisting primarily of American Beach Grass(Ammophila breviligulata), Salt Meadow Grass (Spartina patens) and Sea Oats (Uniola paniculata) for the installation of the pipe extension. The remaining 32-feet portion of the pipe extension would be supported by cradles and will not require excavation for installation. The applicant is proposing five (5) wooden pipe support cradles to anchor the proposed pipe extension. Each support cradle would consist of 2-pilings, with crossties above and below the pipe. The applicant proposes to install the cradles to a height no greater than 6 inches above NHW. They will be located waterward of the existing bulkhead every 20 feet and the fifth cradle will be located at the end, approximately 90 feet. The applicant is proposing two spoil locations for the material that will be displaced by the proposed pipe extension. The applicant proposes to deposit spoil material below NHW in an area 2 feet long by 50 feet wide by 1 feet deep immediately adjacent to the bulkhead in the scoured area. The applicant also proposes to place spoil material in the 20-feet long by 2-feet wide section disturbed by the proposed pipe extension in the scored area. The applicant is also proposing to deposit spoil and revegetate an area 38 feet long by 2 feet wide by 2 feet deep in the location of the high marsh berm. As proposed the stormwater pipe extension will have a slope of 0.011 feet/ feet, will be submerged at NHW, and will be approximately elevated 2.6 feet above NLW. Anticipated Impacts The proposed stormwater outfall pipe extension would result in the excavation of approximately 116 square feet of shallow bottom and coastal wetlands. The applicant proposes to excavate an area below NHW approximately 20-feet long by 2 feet wide to a depth of -1 feet for the installation of the pipe extension. Additionally, the proposed extension would result in the excavation of 76 square feet of high coastal marsh to obtain the necessary slope for proper drainage and installation. This portion of coastal wetlands would be excavated to a depth of -3 feet below NLW. Approximately 9.94 cubic yards of material would be removed for pipe installation both within the coastal wetlands and below NHW to obtain the necessary slope for proper drainage and installation. The excavated spoil material will result in the filling of 140 square feet of shallow bottom and the filling of 76 square feet of high coastal marsh. The installation and associated construction activity would result in the disturbance of approximately 280 square feet. The applicant is proposing to restore areas disturbed during the pipe installation and areas that have been damaged due to scouring by the existing pipe. All vegetated areas disturbed will be replanted immediately following construction activities. This project is intended to prevent undermining of the bulkhead structure by extending the out fall beyond the accreted sands. When completed, it will function as it does not; it is a public access to Banks Channel. c. Excavation equipment will remove the amount of sand necessary to install a steel corregated pipe from 35' east of the existing bulkhead to a point 25' west (into Banks Channel) of an elevation 12" below the invert at the bulkhead (new pipe length approx. 90'). Equipment will be brought in on a barge and stored there until the completion of the project. Any vegetation removed will be replaced with similar species. d. List all development activities you propose. Install approximately 90' of 12" steel corregated pipe from a connection point on land to a point approximately 90' west (into Banks Channel) of the existing bulkhead. e. Persons unfamiliar with this location should take State Highway 76 (Causeway Drive) across the draw bridge over the Intercoastal Waterway and continue straight on Highway 76, to the traffic light at the intersection of Causeway Drive and Waynick Boulevard. Continue through the light onto South Lumina Street. After turning onto South Lumina, Charlotte Street will be the fifth cross street. The location of the proposed project will be the Town-owned property across from East Charlotte Street. Vegetation will be replaced following the backfill of the area. All sand that is not replaced on the accreted dune will be place between the dune and the bulkhead ( on the beach area). All heavy equipment required to accomplish the installation of the proposed drain pipe will be brought to the project site via a barge.
