SUBJECT: Little Bugaboo Creek and Tributary thereof, Stream Mitigation Maintenance and Enhancement Measures, DWQ No. 020694V2, Wilkes County The North Carolina Wildlife Resources Commission (NCWRC) proposes to provide stream improvement activities for the NC Ecosystem Enhancement Program on the referenced streams. Biologists with the North Carolina Wildlife Resources Commission are familiar with habitat values in the area. These comments are provided in accordance with the provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d) and the North Carolina Environmental Policy Act (G.S. 113A-1 through 113A-10; NCAC 25). The NCWRC stream restoration coordinator proposes to provide maintenance activities on 200 linear feet of Little Bugaboo Creek and enhancement activities on 285 linear feet of an unnamed tributary. The Brook floater, Alasmidonta varicosa (NCE/FSC) is indicated for the watershed; however, it is unlikely for this location. However, the NCWRC will provide mussel surveys for the project areas prior to beginning work. State-of-the-art natural channel design methodologies will be used. Based on our review of the submittal and our knowledge of area habitats, we will not object to the project as proposed providing the inventories are accomplished and any listed mussels are relocated safety. The project should follow standard 404 Permit and 401 Certification requirements. Thank you for the opportunity to review and comment on this project during the early planning stages.
