RCBC located on I-40 EBL, 1.1 mile W of NC 903. The shoulder and slope failed on the outlet end of the culvert due to concentrate stormwater runoff and the sediment deposited in an unnamed tributary to Maxwell Creek and is blocking about 90% of the culvert outlet. DOT is proposing to excavate the sediment to 1 ft. above the culvert floor to restore the natural streambed grade. This is a courtesy copy to DWR to complete the work under WQC 4085. There is a beaver dam about 50 ft. downstream of the culvert, so flow is absent so we are not proposing to dewater but will install a turbidity curtain just downstream of the sediment during excavation which satisfies Condition 9 of WQC 4085. The beaver dam will be breached after the in-water work has been completed and BMAP has trapped the beavers. This project does require written approval from the Corps per paragraph B of Nationwide 3. This submittal was not completed under the new electronic format because we have been notified by the Corps that the PCN will be revised tomorrow and information in the current database will be lost. There is an exisitng 6 ft x 5.4 ft x 204 ft RCBC at this location that serves as conveyance for a UT to Maxwell Creek. Land use is predominately forested at this location. 3b.
