PROJECT INFORMATION Project No: County.• Lenoir WBS No: 17BP.2.R.80 Document: Federal Aid No: Funding: Federal Permit Required? Yes ❑ No State Minimum Criteria Checklist State ❑ Federal Permit Type: NWP 3 Project Description: Replace Bridge 143 on SR 1922 (Vine Swamp Rd.) over Joshua Creek in Lenoir County. Area of Potential Effects (A.P.E.) is approximately 161 meters (528 ft.) long and 18 meters (60 ft.) wide. No design plans provided. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The review included an examination of a topographic map, the Lenoir County soil survey, an aerial photograph, and listings of previously recorded sites, previous archaeological surveys, and previous environmental reviews at the Office of State Archaeology (O.S.A.). The A.P.E. is oriented northeast-southwest, but is considered north-south for this review. The topographic map (Rivermont, N.C.) shows the bridge is located in a wide valley. The landforms in the A.P.E. appear to be floodplain. The northwest and northeast quadrants appear to be within a drainage valley. The northeast quadrant is wooded (in 1980), indicating it may not have been suited for agriculture (poorly-drained?). The northwest quadrant is cleared, and there are three structures within or adjacent to the A.P.E. The landforms in the southwest and southeast quadrants are floodplains. They are wooded, indicating they may not be suited for agriculture (poorly-drained). There are uplands/terraces located on each side of the bridge but they appear to be outside of the A.P.E. The soils in the A.P.E. are Bibb soils, frequently-flooded, in the floodplain, Craven fine sandy loam (1-4% slopes) on the north side, and Norfolk loamy sand (2-6% slopes) on the south side. Bibb soils are frequently-flooded, poorly-drained soils found on floodplains. Landforms with poorly-drained soils have a low potential for archaeological sites. Craven fine sandy loam is a moderately well-drained soil found on uplands and terraces. Norfolk loamy sand is a well- drained soil found on uplands. Well-drained landforms near streams have a moderate to high potential for archaeological sites. It appears that the landform in most or all of the A.P.E. is a poorly-drained floodplain. The uplands/terraces are located outside of the A.P.E. The aerial photograph shows the landuse in the A.P.E. is a mix of forest and residential. The northeast quadrant is wooded, and there appears to be a powerline right of way along the east side of the road. The northwest quadrant is a residential yard, with a driveway near the north "No ARCHAEOLOGYSURVEYREQUIRED " form for Minor Transportation Projects as Qualified in the 2015 Programmatic Agreement. 1 of 6 Project Tracking No. 16-09-0035 end. The southwest quadrant is also a residential yard. The southeast quadrant is wooded in the north half of the A.P.E., and a residential yard at the south edge. There is a powerline right of way along the east side of the road. A review of information at the O.S.A. shows there are no previously recorded archaeological sites within or adjacent to the A.P.E. The A.P.E. has not been previously surveyed for archaeological sites. The State Historic Preservation Office (HPO) has reviewed a project (84-C- 0000-0190) along SR 1922 (within the A.P.E.). The Deep Run Water Corporation's "Water Extension Phase VII" was cleared by HPO with no survey recommended. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The landforms within the A.P.E. are poorly-drained.
