Background and Summary On November 10, 2016, Duke Energy Carolinas, LLC ("DEC") and the North Carolina Environmental Management Commission entered into Special Order by Consent — EMC SOC WQ S16-005 ("SOC") applicable to the Riverbend Steam Station ("Riverbend") This report is submitted in accordance with paragraph 2.d of the SOC In compliance with Section 2 d this report summarizes the work and activities undertaken with respect to closure of coal ash surface impoundments at Riverbend, including a status update for necessary permits. The quarterly reports are due no later than the last day of January, April, July, and October for the duration of the SOC. A. Riverbend Steam Station Closure Summary Riverbend is located off of Horseshoe Bend Beach Road near the town of Mt Holly in Gaston County, North Carolina, on the south bank of the Catawba River. The site contains two ash basins, as well as the Dry Ash Stack and the Cinder Pit As of April 2013, all of the coal- fired electric generation units were retired. The North Carolina Coal Ash Management Act of 2014 ("CAMA") requires that ash from the Riverbend Plant's ash basins be excavated and relocated to a lined facility with the ash basins closed by August 1, 2019. The initial excavation plan was submitted to NCDEQ on November 13, 2014, detailing the first 12 — 18 months of projected ash basin excavation activities An updated plan that highlighted the completed milestones and provided the status of necessary permits was submitted to NCDEQ on December 21, 2016 The Riverbend facility continues to excavate ash and transport by rail to the Brickhaven Structural Fill site During the period from July 1, 2017 and September 30, 2017 the Riverbend site has transported 3,377,998 tons of ash from the Riverbend basins and ash stack and has transported a cumulative total of 3,377,998 tons of ash from the site Since completing bulk dewatermg in February, 2017, basins have been maintained in a dewatered state with interstitial and contact stormwater being treated through the on-site water treatment facility At present, Riverbend is not considered at risk to miss the excavation deadline imposed by CAMA Duke Energy's current production plan projects completion of ash excavation before March 3, 2019 The charts below track the tonnage of ash transported from May 2017 to October 31, 2017, and from January 2016 to completion The increase in the monthly excavation rate beginning in July is a result of additional trains being allocated to the Riverbend project once those trains were no longer transporting ash from the Sutton project.
