Thanks Jennifer - I was planning to set the datalogger for 6:00 am once daily (most likely time for low D.O.),
but based on your comment i'll probably set it for 4x per day to see whether any observed D.O. drops are
persistent or ephemeral. Then we can switch to hourly if the data shows any problems.

Gerald,
I apologize for the delay in my response. I’ve reviewed the wetland and water quality monitoring plans. The
wetland monitoring plan is acceptable. You should add a provision to the water quality monitoring plan that if
low oxygen levels are observed, the frequency of readings will increase to hourly until the problem is resolved.

Hey Jennifer -- Hope Mills Dam repair work is nearing completion, filling will probably begin in early Nov, and we’re
finalizing the eel ladder, wetland monitoring, and WQ monitoring plans. The proposal text below is revised per your
comments last fall (wetland photos, daily WQ sampling, etc). Just wanted to run it by you one more time to make sure
this scope will satisfy DWR’s needs.

Wetland Monitoring: MMI will select and permanently mark four monitoring transects, each roughly 300 feet long,
within the areas of mature forest that will be re-flooded when the lake is refilled. Two transects will be located along the
right side and two along the left side of the lake, between the flooded creek channel and the 105-ft contour (1 ft above
spillway elevation). Transect endpoints will be recorded using sub-meter GPS. Each tree within five feet on either side
of the transect line will be identified, its diameter categorized, and its health assessed visually during July-Aug each year
for four years. Trunk diameter categories will be 1-3 inch, 3-6 inch, 6-12 inch, 12-20 inch, and > 20 inch. Tree health
will be scored on a 1 to 5 scale based on apparent leaf density, new growth, and trunk condition. Plant species other than
trees (shrubs, vines, herbs) will also be recorded and their coverage or abundance estimated within a 20-ft radius at 100-ft
intervals along each transect. Photos will be taken at 100-ft intervals along each transect. Data, observations, and photos
will be compiled into an annual wetland monitoring report and submitted to NC-DWR and US-ACE.
Water Quality Monitoring: MMI will install automatic data loggers (Onset Hobo or similar device) that record
dissolved oxygen, temperature, and depth at daily intervals in Little Rockfish Creek under or near the Lakeview Drive
bridge. We will download the data three times during the required monitoring season (May through Sept), and replace the
logger’s sensor mechanism in accordance with the manufacturer’s recommendation (typically 6 months). We will submit
bi-monthly reports of daily dissolved oxygen, temperature, and depth to NC-DWR and US-ACE for the first year after
impoundment. If no water quality violations occur during the first year, we will propose to NC-DWR that no further
monitoring is necessary. If low dissolved oxygen appears to be a problem at times, monitoring will be continued and we
will consult with the Town regarding dam operation strategies to improve downstream dissolved oxygen.

Daily water quality sampling will be necessary to confirm compliance with the daily water quality standards. We
stth
can require sampling for the first DO season (June 1 to September 30) and discontinue monitoring if there
are no issues of noncompliance in that first season.
The wetland monitoring plan seems sufficient. Photo stations at the 100-ft intervals along each transect would
also be helpful.

My question to Jennifer was how frequent do the D.O. measurements need to be? If weekly measurements are acceptable,
then the Town might opt for using a D.O. meter. If we need daily measurements, then the data-logger would be the
efficient way to go.

Hi Jennifer – I am filling in for Gerald with this email request as he has some family member health issues. Have you had
a chance to review the scope of the wetland mitigation monitoring and water quality sampling frequency. Just as a

Further, we are proposing daily water quality sampling (temperature & DO) with self-reading Onset Hobo device or

proposal for these Tasks to the Town of Hope Mills and get ready for the first monitoring year in 2017. Thank you.

For the WQ monitoring, how frequent do the D.O. measurements below the dam need to be, and during what period of
the year? The conditions on the 401 Cert state that the proposed monthly sampling from Apr to Nov “may not be
sufficient to detect water quality problems”. Whether we use an automatic sampling datalogger (Onset Hobo or similar)
or take measurements manually with a meter will depend on the required sampling frequency.
