General Project Narrative: The purpose of the project is to replace Bridge No. 86 on US 64 Alt over Penders Mill Run in Edgecombe County. The existing bridge is 54.0 feet long. The replacement

Quality Impacts) structure. There will be no direct discharge into the stream (no deck drains on the bridge). The existing bridge had one bent in the stream, while the proposed bridge will have
none. All existing stormwater drainage patterns were maintained on the project to the fullest extent. The storm drainage system picking up the bridge deck drainage will
discharge outside of Neuse buffer zone 2 onto a dissipator pad. The velocity at the outfall from the deck drainage is non-erosive. All the existing ditches on the project outlet off
the right of way outside of Neuse Buffer Zone 2 expect for the ditch in the Southwest quadrant. This ditch matched the existing flow patterns and was ditched to the stream,
where it was outleted onto rip rap on the embankment of the stream. The existing ditch in this location was filled over. The stream banks on the east side of the bridge will be
lined with Class II rip rap due to existing scour on the banks. The existing concrete bridge abutments will retained.
