Dear Mr. Saylor:
HNTB has completed a visual inspection of the completed sidings at Auburn, Powhatan and Selma to
determine if the completed culverts and pipes were constructed in substantial compliance with the
contract plans. Based upon our inspection on December 12, 2008, the work appeared to be built in
substantial compliance and intent of the 401 Water Quality Certification and Buffer rules, the approved
plans and specifications and other supporting documents.
During the inspection it was noted that silt fencing remains at the site. We recommend that the silt
fencing be removed where it is no longer required.
Attached are photos documenting the inspection along with a CD containing the photos.
