3. IN GENERAL, MAXIMUM SLOPES SHALL BE 2:1 FOR CUT SLOPES AND 3:1 FOR FILL SLOPES,
UNLESS OTHERWISE NOTED.
4. THE CONTRACTOR SHALL CLEAR/GRUB ALL VEGETATION, TOPSOIL, ORGANIC MATERIALS,
ROCKS, AND OTHER UNSUITABLE MATERIALS FROM THE SITE PRIOR TO BEGINNING SITE
GRADING ACTIVITIES TO A DEPTH OF 6" BELOW NATURAL GRADE, OR AS NEEDED TO PROVIDE A
SOUND BASE FOR GRADING ACTIVITIES. THE REMOVAL AND DISPOSAL OF ALL CLEARED DEBRIS
AND UNDERCUT MATERIAL SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. ALL
SPOIL/WASTE MATERIALS SHALL BE DISPOSED OF IN A MANNER AS TO MEET ALL
MUNICIPAL/COUNTY/STATE/FEDERAL REGULATIONS.
5. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ALL SURVEYING SUPPORT FOR
CONSTRUCTION/PLACEMENT OF FILL MATERIAL. HE SHALL PROTECT BENCHMARKS AND
SURVEY CONTROL POINTS FROM EXCAVATING AND VEHICULAR TRAFFIC, AND DAMAGE.
6. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE INSTALLATION OF ALL INDICATED
SEDIMENT AND EROSION CONTROL MEASURES, AND THE MAINTENANCE OF SUCH UNTIL SITE
STABILIZATION HAS BEEN ACHIEVED. DURING GRADING OPERATIONS, THE CONTRACTOR SHALL
CONTINUALLY DO ALL THAT IS POSSIBLE TO LIMIT OFF-SITE SEDIMENT RUNOFF. ANY/ALL
PROBLEMS SHALL BE BROUGHT TO THE ATTENTION OF THE ENGINEER.
7. THE CONTRACTOR SHALL GRADE THE SUBSTATION LOT PER THE PROVIDED GRADING PLANS
AND CONTOURS, HOWEVER, WORK SHALL BE PERFORMED VIA A "BALANCED" CUT/FILL
SCENARIO TO PREVENT HAUL -OFF OF EXCESS MATERIAL OR THE NEED OF IMPORT FILL. THE
CONTRACTOR SHALL PERFORM HIS OWN CALCULATIONS TO DETERMINE ACTUAL CUT/FILL
VOLUMES FOR CONSTRUCTION ESTIMATING.
8. ALL GRADING SHALL BE PERFORMED AS TO MAINTAIN POSITIVE DRAINAGE OVER THE SITE AT
ALL TIMES, BLENDING/SMOOTHING CUT/FILLS TO EXISTING CONTOURS. THE CONTRACTOR
SHALL AVOID ANY STRIPPING/CLEARING OUTSIDE THE INDICATED LIMITS, AS CLEARING OF
EXISTING VEGETATION IS STRICKLY ENFORCED VIA PERMITTING.
9. ALL SITE DEVELOPMENT GRADING AND CONSTRUCTION SHALL BE PERFORMED IN ACCORDANCE
WITH LOCAL AND STATE REGULATIONS AND STANDARDS.
10. ALL FILL MATERIAL SHALL BE PLACED IN LIFTS NO GREATER THAN 8 INCHES (UNCOMPACTED
THICKNESS) AND CONSTRUCTED TO THE ELEVATIONS INDICATED ON THE CONSTRUCTION
PLANS. FILL MATERIAL SHALL BE COMPACTED TO THE DENSITY OF NATURAL AND UNDISTURBED
SOILS TO APPROXIMATELY 95% OF MAXIMUM DENSITY, IN ACCORDANCE WITH ASTM D698.
PROPER CARE SHALL BE GIVEN TO OPTIMUM MOISTURE CONTENT OF THE FILL MATERIAL AS
COMPACTION IS BEING PERFORMED.
11. UPON COMPLETION OF SITE GRADING ACTIVITIES, THE SUBSTATION PAD SHALL BE GRADED
SMOOTH, COMPACTED AND SLOPED TO PREVENT WATER PONDING.
12. THE CONTRACTOR SHALL SUSPEND GRADING OPERATIONS WHEN CLIMATIC CONDITIONS DO
NOT ALLOW FOR WORK TO BE PERFORMED SAFELY, PREVENT ADEQUATE
PLACEMENT/COM PLACEMENT OF SOIL, OR IF CONTINUED WORK CAUSES SITE DAMAGE. ALL
WEATHER EXCEPTIONS SHALL BE DOCUMENTED BY THE CONTRACTOR.
13. THE CONTRACTOR SHALL BE RESPONSIBLE FOR SEEDING, FERTILIZING AND MULCHING ALL
DISTURBED AREAS (NOT RECEIVING STONE) FOR STABILIZATION WITHIN 14 DAYS FOLLOWING
THE COMPLETION OF CONSTRUCTION ACTIVITIES. ALL SLOPES SHALL BE "TRACKED" PRIOR TO
SEEDING TO HELP PROVIDE SEED -BED SUPPORT.
14. IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR AT ALL TIMES TO HELP PREVENT
EROSIVE CONDITIONS AND OFF-SITE SEDIMENTATION FROM DEVELOPING ON THE
CONSTRUCTION SITE. THE CONTRACTOR SHALL INSTALL ALL SEDIMENT AND EROSION CONTROL
MEASURES PER THE CONSTRUCTION PLANS AND MAINTAIN THESE MEASURES THROUGHOUT
PROJECT CONSTRUCTION AND STABILIZATION. ADDITIONAL MEASURES COULD BE NEEDED TO
HELP PREVENT EROSIVE CONDITIONS. SHOULD THIS SITUATION DEVELOP, THE CONTRACTOR
SHALL CONTACT THE PROJECT ENGINEER FOR ASSISTANCE.
15. WHILE "ON SITE", THE CONTRACTOR SHALL PERFORM ANY/ALL SITE INSPECTIONS FOR THE SITE,
PER LOCAL, STATE AND/OR FEDERAL REGULATIONS.
16. ALL SEDIMENT AND EROSION CONTROL MEASURES SHALL BE INSPECTED AT LEAST ONCE
EVERY 7 DAYS AND WITHIN 24 HOURS AFTER ANY SIGNIFICANT RAINFALL EVENT (1/2" OR
GREATER). FAILURE TO INSTALL OR MAINTAIN EROSION CONTROL MEASURES MAY RESULT IN
ALL CONSTRUCTION BEING STOPPED ON THE JOB UNTIL SUCH MEASURES ARE CORRECTED TO
REQUIRED STANDARDS.
17. IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR TO REMOVE ALL SEDIMENT AND
EROSION CONTROL MEASURES AFTER SITE STABILIZATION HAS BEEN ACHIEVED.
18. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE GRAVELLING OF THE ACCESS ROAD UP TO
THE FENCED ENTRANCE OF THE SUBSTATION PAD, AND ASPHALT PAVING OF THE DRIVEWAY
ENTRANCE PER NC DOT REGULATIONS.
19. UNLESS OTHERWISE NOTED, FENCING FOR THE SUBSTATION PAD SHALL BE THE
RESPONSIBILITY OF THE OWNER. PERIMETER FENCING AND ASSOCIATED GATING (AT
ENTRANCE AND NORTHWEST CORNER OF PROPERTY) SHALL BE THE RESPONSIBILITY OF THE
CONTRACTOR.
