Dear Mr. Curtis
Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between
North Carolina and the U.S Environmental Protection Agency dated October 15, 2007 (or as subsequently
amended).
This final permit includes no major changes from the draft permit sent to you on July 5,
2012. With the issuance of this permit, you are hereby authorized to operate the subject facility
at a monthly average flow of up to 0.003 MGD.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30)
days following receipt of this letter. Tlus request must be in the form of a written petition, conforming to
Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings
(6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this
decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division may
require modification or revocation and reissuance of the permit. Tlus permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or permits
required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or Local

In compliance with the provision of North Carolina General Statute 143-215.1, other lawful standards and

Nantahala School WWTP
212 Windingstairs Road, south of Fairview
Macon County
to receiving waters designated as Partridge Creek in subbasin 04-04-03 of the Little Tennessee River Basin
in accordance with effluent hmitations, monitoring requirements, and other conditions set forth in Parts I,
II, III and IV hereof.
This permit shall become effective December 1, 2012.
This permit and authorization to discharge shall expire at midnight on November 30, 2017.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby
revoked, and as of this issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this facility arises under
the permit conditions, requirements, terms, and provisions included herein.
The Macon County Board of Education is hereby authorized to:
1. Continue to operate an existing 0.003 MGD extended -aeration wastewater treatment
system that includes the following components:
■ 2000 -gallon primary clarifier tank
■ 2000 -gallon Aero-flo aerobic digestion system
■ 1000 -gallon polishing tank
■ 580 ft2 recirculating sand filter
The facility is located at the Nantahala School WWTP, south of Fairview off
Windingstairs Road in Macon County.
2. Discharge from said treatment works at the location specified on the attached map
into Partridge Creek, a class C -Trout stream in hydrologic unit 06010202 of the Little
Tennessee River Basin.

Hi Charles ---Yes, that all sounds good to me with the "AtO" on the cover letter That way there will be no mistake with
the flow, which only rarely do they exceed. Getting rid of the "special condition" will help also.

Janet—This permit doesn't have Fecal limits [and thus a TRC limit/dechlor requirement] due to the dilution instream.
Disinfection has never been required
They never got an AtC, and didn't need one. They can operate at 0.003 MGD with the existing system. The old special
condition should come out as the wording doesn't make sense.
The permittee probably went forward with operating at 0 003 MGD based upon Bob DeWeese's recommendations.
Should I Just include an Authorization to Operate with the permit cover letter? Their flow data for the past 3 years
occasionally shows them violating 0.002 MGD but never approaching 0.003 MGD.

Hi Charles: Attached are documents I found in our files but I could find no AtC. I also found nothing in the files to
indicate that Raleigh had changed the flow from 0.002 mgd to 0.003 mgd. Their last permit, issued 12/1/07, listed 0.002
mgd for the existing flow but: it stated:
"2. Upon receiving an Authorization to Operate from the Division of Water Quality, treat up to 0.003 MGD of
domestic wastewater."
What the school probably did was look at number two above and assume they could discharge up to 0.003 mgd since
their permit had been renewed.
The school also had the EAA and Treatment Capability reports from Bob DeWeese stating that "3000 epd was
sustainable" (see bottom of p. 9 of the attachment).
1 remember this issue came up for the Cullasaja School WWTP also.
So, it's your call on the flow issue. It appears there was no AtC issued but Bob DeWeese's reports could have a bearing
on the outcome, I reckon.
I am curious why there are no fecal limits with TRC and dechlor requirements.
Other than all that mentioned above, the permit looks as it always has.
