Subject: Pre-Construction Notification, NWP # 14, for U-5820A, proposed Innes
Street Market Dr. Extension and road improvements from SR 2576
(Bendix Dr.) to SR 1006 (Faith Rd.) in Salisbury in Rowan County
The North Carolina Department of Transportation (NCDOT) requests authorization for a
NWP 14 for the proposed project. The NCDOT proposes new road construction to
extend Innes Street Market Dr. from its current terminus northwest to SR 2576 (Bendix
Dr.) There will also be road improvements along SR 1006 (Faith Rd.). Permanent
impacts to jurisdictional wetlands are calculated at 0.06 acres and permanent impacts to
surface waters (ponds) at <0.01 acres. These impacts will result from the installation of
the new roadway and sideslopes. Temporary impacts to wetlands cover 0.05 acres.
Please see enclosed copies of the Pre-Construction Notification (PCN), Preliminary
Jurisdictional Determination Form, topographic vicinity map, Rowan County soil survey
map, stormwater management plan, permit drawings, and No Survey Required forms for
Archeology and Historic Architecture for the above-referenced project.
The USFWS lists Schweinitz's sunflower (Helianthus schweinitzii), northern long-eared
bat (Myotis septentrionalis), and bald eagle (Haliaeetus leucocephalus) as federally
protected species in Rowan County. No habitat for any of the federally protected species
occurs within the study area. The biological conclusion for the Schweinitz's sunflower
and the northern long-eared bat was "No Effect".
