Subject: Wiseman Capital Improvement Project (CIP) permit modification
(SAW #: 2012-0669/ DWR #: 12-0412)
Dear Ms. Amschler,
I am hereby requesting a modification to the approved 401/404 permits for the Wiseman CIP,
originally authorized by the USACE on July 27, 2012 (DWR on May 1, 2012) and re -authorized by
the USACE on August 30, 2016 (DWR on August 19, 2016). All project impacts were constructed in
accordance with the approved construction plans, with the exception of impact area S3 (as denoted in
the Pre -Construction notification package).
Impact S3 was originally proposed as a rock sill and riffle grade control on the upstream side of a
pipe replacement. Upon excavation for installation of these features, it was discovered that there was
shallow bedrock present in the stream channel. As a result of this discovery, it was determined that
the rock sill would be difficult to try and install properly on top of bedrock. The constructed riffle was
installed between the bedrock and the culvert invert. Over the course of several weeks, multiple large
flow events scoured out the riffle material each time it was re -installed. The engineer determined that
some larger material would need to be installed such that the stream could not scour out around the
inlet of the culvert. The engineer determined that class 1 rip rap would be the appropriate measure. A
25 linear foot rip rap apron was installed in this location. The voids in the rip rap were filled in and
water was flowing over the rock. After several storm events, this area remains stable.
The installation of rip rap in an area that was previously permitted as a temporary impact increases
the total permanent (loss) impacts of the project to 165 linear feet; we are requesting a permit
modification to account for this change. As this change was the result of unforeseen circumstances
and is justified to maintain the stability of the stream channel, we are requesting that mitigation be
required for this impact only; resulting in the purchase of 25 SMUs from the City's Umbrella Stream
and Wetland Mitigation Bank (Robinhood-Dooley Stream Restoration Project).

Just to follow up on this email, The remainder of the project was inspected yesterday
and everything looks good from a compliance point of view. Let me know what
documents you would like me to submit to address the change below. I know Crystal
will likely have to issue a modification because of the mitigation.

The final resolution they implemented was a change in the constructed riffle/rock sill
combo to a rip rap apron and then live stakes on the bank upstream. Since there was
bedrock where the rock sill was supposed to be installed, they originally decided to
leave out the sill. The result was a scour hole developing at the inlet because the riffle
grade control wasn't holding (see attached photos 0184, 0186). Rip rap was installed in
lieu of the riffle below the bedrock to the inlet (see attached photos 1116, 0843) and
seems to be holding up. This results in a permanent loss impact of 25 linear feet as
opposed to a temporary impact of 25 feet to install the riffle and sill. The re -
authorizations you and Alan issued last year for the project were for 140LF of
permanent loss impacts. Looks like we will now owe 15 feet of mitigation, or 30 SMUs.
If you concur with this assessment, please reply and I will submit the required
documentation.

The email attachment Crystal sent didn't come through on my end. Following the
information provided here though, this portion of the project was long last completed
before I came on board. I was involved with reducing the impacts downstream on
page 10 from 45 to 35LF at the riffle. I would check with John Keene, as the project
manager he would have more information regarding this specific location. The project
is almost completed, final paving is being done now. We can stop by there and take
photos/ check on location this Thursday if necessary. Sorry I don't know more about
this project.

The design engineer and the City project team were going back and forth for some
time about exactly how to address the issue in this location. I believe discussions were
still ongoing earlier this year, around the time when Helen got involved with this project;
so I am unsure exactly where they landed as an appropriate solution. I checked the
redlined plans for this area, and didn't see any additional impacts. I have copied Helen
on this email to provide additional feedback on any additional impacts that may have
occurred at this location.
Helen, the area in question is immediately upstream of the culvert inlet on plan sheet 5.
Back in October, the design consultant was proposing a rock toe; however, I know
earlier this year, they still had not settled on this solution, and were reconsidering
alternatives (or whether or not to do any additional work at all). Do you know if there
have been any plan changes in this location?
